(1) On 8/12/2021, Licensing Program Analyst (LPA) Melanie Otsuji arrived to the facility announced to conduct a ROOM ADDITION AND REQUIRED 1 YEAR INSPECTION. LPA was met by Executive Director, Vanessa Sinclair and Site Director Samantha Ronningen. No children were present as facility is on summer break. Children will return on August 16, 2021. LPA conducted a health and safety inspection of the facility. Facility resides on MURRAY ELEMENTARY SCHOOL CAMPUS. An application was submitted for the Addition of a Room (EDCC 2) The program is utilizing 2 portables on school grounds as well as the Multi-Purpose Room. Hours of operation are from 7:00AM to 6:00PM Monday through Friday. The facility is exempt from measuring, bathroom, and isolation requirements.

Facility utilizes Murray Elementary playground, blacktop and field for outdoor space. Facility understands not to commingle with Elementary School children. Drinking water is available inside and outside by way of water fountains and bottles brought from home. Menus are posted. A sample of the sign in and out logs were reviewed. Facility has a functioning carbon monoxide detector. All licensing required documents are posted. There are no pools, spas or other bodies of water accessible to children in care. Disinfectants and other dangerous items are kept inaccessible. Furniture and equipment were observed to be in good condition, free of sharp, loose, or pointed parts. Playground equipment was observed to be in good repair and free of hazards. Areas under high climbing equipment are cushioned with material that absorbs a fall. Toilets, hand washing stations are kept in safe and sanitary operating conditions. Food prep areas were kept clean, free of litter and rubbish. Storage containers for solid waste have tight-fitting covers that are kept on and in good repair. Fire/Evacuation Drill is documented and conducted at least once every six months with the last drill conducted on July 2021.
Facility utilizes the office and staff bathroom for isolation should a child fall ill while in care. LPA reviewed 5 children files and 3 staff files.

Openers/Closers have current Pediatric CPR/First Aid. This facility plans to provide Individual Medical Services – IMS. An updated Plan of Operation that includes IMS must be submitted to the Department when any changes are made. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained.
The center was found to be clean, safe, sanitary and in good repair.

There are no deficiencies cited during today's visit. A license for 145 school age children operating out of three rooms (Multi-Purpose Room, EDCC 1 and EDCC 2), will be issued pending approved fire clearance.
