On March 25, 2022 at approximately 8:27am, LPA Haderer arrived unannounced for an annual inspection for compliance to Health and Safety. The new CARE tool was used for the inspection. Present for the inspection was the site director Nathaniel Jimenez, 16 staff members and 1 volunteer with 100 children in care (18 months to 4 ½ years old). The facility has a toddler option as well and hours of operation are 7:00am to 6:00pm.

The child care center operates on a church school campus. There are 9 classrooms: 2 classrooms for ages 4 ½ up; 2 classrooms 3 ½ to 4 ½; 3 classrooms 2 ½ to 3 ½; 2 classrooms for toddlers (1 for 18 months to 24 months; 1 for 24 months to 30 months). LPA observed that all preschool rooms are clean and safe for all children and staff. Purified drinking water is readily available for the children in each room (they also bring their own water bottles from home). Water is brought outside in the warmer summer months.



LPA observed solid waste containers with tight-fitting lids. Each classroom has a fully charged 3A40BC fire extinguisher, the last annual inspection was done 4-16-2021. Carbon monoxide and smoke detectors were available in each room, tested and working. Heating and ventilation is acceptable. Disaster drills are conducted every month, the last drill was conducted March 16, 2022. Any medications at the facility are stored in each of the classroom in high cupboards in each bathroom. Medications were checked and all have required signed parental forms granting permission to administer. There were no expired medications found.

All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seatbelt laws; menus; daily activity schedules. There are 2 waivers for this facility, one for playground space to be alternated to limit the number of children, the other waiver is to allow an outside food service to bring in lunches. Both waivers were posted.

There is one children’s bathroom with toilets and handwashing sinks in each classroom. There are also additional sinks available in each classroom with hot and cold taps. For toddlers that need to be changed, there is a changing table within an arm’s length of the sink. All sinks have functioning water taps with appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating condition.

LPA observed sufficient cots for the children. Director stated that bed sheets were taken home and washed each week. Classrooms have trash cans with tight fitting cover for the disposal of solid waste. There were separate staff bathrooms in the office not utilized by the children. Director stated that there are no weapons or firearms on the premises.



The facility has food brought in by a caterer each day, a waiver allows the outside food and logs are kept to measure the temperature of the food upon arrival. Temperatures recorded were within allowable limits. Beverages in each classroom was checked and not expired. All food and beverages that require refrigeration are stored in refrigerators at approximately 36 degrees F.

The playground is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate rubber cushioned material that absorbs a fall and enclosed within the school property, surrounded by a fence. Ample shade is available for the children in the play areas and teachers are always present. Personal water bottles travel with the children to the outside area, all water bottles are labeled with each child’s first and last names.

The sign in/out sheets were reviewed and are accurate. Children's records were reviewed: LPA requested and reviewed facility roster. All files selected were complete and up to date. Staff files were reviewed. Opening and closing staff have current CPR and first aid training. All staff subjected to criminal review have been cleared and associated to the facility. All files were complete, up to date and found to be in compliance with Title 22 regulations. Immunization records were available showing all teaches files were complete.

The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
