On 11/03/2023 at approximately 9:30AM, Licensing Program Analyst (LPA) Jaleesa Jackson met with Director Patricia Wood for an Unannounced Annual Inspection for St. James Christian Schools. Present for the inspection were the Director and 5 finger print cleared teachers. There were no school aged children present for today's inspection. The center is opened Monday through Friday from 7am to 6pm. The Child Care Center was toured to conduct a Health and Safety Inspection. LPA toured the school aged component of this center. The center has a preschool school component #10211748.

The entrance to the preschool is in the back parking lot of the St. James Lutheran Church. The sign in and out is done using an app called Bright Wheel. The children are picked up from school by the teachers. LPA reviewed that the van was in good repair, has valid registration, and valid insurance. LPA also reviewed that the drivers license were valid for the teachers that pick up the students. The classrooms have cubbies with children’s names on them where personal items can be placed. LPA observed area where children place personal water bottles with names on them. There are yoga mats with children’s names on them for quiet time on early days. The classroom has chairs and tables equipped for children to use. The isolation area is an empty classroom where a child is placed with a teacher until parents pick up the child. During today's inspection all hazardous materials and toxins are kept out of reach from children and are not accessible. There are multiple fully charged fire extinguishers, working smoke detectors, multiple carbon monoxide detectors, telephones and fully stocked first aid kits. The furniture around the classrooms and outdoor area are all child proof and adequate for children to use. The learning materials are organized, and toys are kept in safety bins and cabinets for easy access for the children. The program has two pet chinchillas and a gecko.

The school provides AM and PM snacks. LPA observed snack menu posted on parent board. Children bring a water bottle labeled with name and water is refilled throughout the day by the children.

LPA Jackson observed the outdoor play area which consist of play structure. There is a soft cushion all around the play structure to absorb falls. The school age outdoor play area is separate from the preschool play area. The outdoor play area is also fenced all around with secured gates. There is plenty of shade provided for the children. There are no bodies of water on the premises. There are no firearms on premises.

LPA reviewed 5 children’s files and 4 staff files. An updated roster was viewed by LPA. A copy was emailed by Director to LPA. The Director and all teachers have valid CPR and first aid. All required forms are posted and visible for public view. LPA observed the bulletin board had all required postings.

There were no deficiencies cited on today visit.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
