On February 24, 2020 at approximately 11:35am, License Program Analyst (LPA) Russ Haderer and Licensing Program Manager (LPM) Chandra Charles arrived for an unannounced visit for a required 1 year inspection. LPA & LPM met with the site supervisor, Brenda Bethancourt and Beverly Taub, Program Manager for the District. Brenda Bethancourt replaced the previous director Margaret Robertson in 2014. Present at today's visit was 1 teacher (Brenda), 1 teacher's aid 3 parents, 1 student intern and 19 preschool children. All ratios were correct.

There is one pre-school classroom on the campus of Cabrillo Elementary School. There is an adjoining play area shared with the kindergarteners (a waiver is in place to ensure a schedule is maintained to prevent the children from playing at the same time.) There is a perimeter fence that keeps the children from wandering in or out of the area. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play area. Teachers and/or parents supervise children in play areas.

The facility runs separate 3 hr sessions (morning/afternoon). There facility is clean and well organized with age appropriate furnishings and equipment in good repair. Surfaces including floors and counter tops are free of hazards and toxins. There were no hazardous items/toxins observed to be accessible to children in care today. There is a fully charged 4A80BC fire extinguisher and working carbon monoxide (tested) and smoke detectors in the classroom.

All required posted documents were present. Disaster/fire drills are conducted monthly by the main school and were up to date as of January 21, 2020. All toilets, hand washing and cleaning areas are in safe and sanitary operating condition. Hot water was available at all sinks. All storage containers for solid waste had a tight-fitting cover on. All surfaces accessible to children are clean and toxic free. The sign in/out sheets were reviewed and all children are signed in. The snack menu is posted and visible for review. All food/snacks were within expiration date.

In the classrooms there are ample age-appropriate toys that appear to be safe and in good condition. There are no bodies of water accessible to children in care. All hazardous materials and toxins are kept out of the reach of children.

Drinking fountains are available inside the classroom (1) and in the play area (2). Children have access to water and drink whenever they are thirsty.

There are cubbies available for all children's personal possessions.

This facility provides Individual Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. No children currently enrolled require any IMS service.

At approximately 12:00pm LPM Charles performed children's record reviewed: LPA Haderer requested and reviewed the facility roster. All files selected were complete and up to date and found to be in compliance with Title 22 regulations.

At approximately 12:41pm LPM Charles performed a staff file review for Brenda Bethancourt. All files were complete and up to date and found to be in compliance with Title 22 regulations.

No deficiencies were found at facility during this inspection. A Notice of Site Visit was printed and will remain posted for 30 days.
