On October 11, 2021 at approximately 11:10 AM Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1- Year Required visit. Present during today’s visit was the licensee and her fingerprint cleared husband. There were no children present during the inspection. Hours of operation: Monday-Friday 8:00AM -6 PM.

The home was toured for Health and Safety Inspection. The home is a 2-story home. On limits area consist of the garage/playroom, living room, kitchen, dining room, family room, downstairs bathroom and backyard. The remainder of the home is off limits, which is the entire second floor/Master bedroom and bathroo, 3 bedrooms and bathroom. The home appears to be orderly, with heating and ventilation for safety and comfort. There are no pools, spas, hot tubs, or any other similar bodies of water at this home. There are no firearms on the premises as stated by the licensee. Detergents, cleaning compounds, medications and other items which could pose a danger to children are stored and inaccessible to children. The fireplace is screened to prevent access by children. LPA verified that the fire extinguisher is fully charged. The home is equipped with a smoke detector and carbon monoxide detector. There is a working telephone in the home. The home provides appropriate toys and learning materials. Outdoor play area is fenced.

The licensee was reminded that children are not to be left in parked vehicles. The licensee was informed that if she has to be temporarily away from the home she must arrange for a fingerprint cleared adult with current CPR/First Aid and required immunization to supervise children. Temporary absences of the licensee shall not exceed 20 percent of the hours that the facility is providing care per day.

Children files were reviewed. Files reviewed contain children’s emergency information. The licensee has current CPR and First Aid which expires 03/20/2023.
Fire drills are conducted at least every six months.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

The required mandated reporter training was completed on 04/15/2020.

Licensee Donna French was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated

LPA discussed the safe sleep regulations with licensee Donna French and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Donna French of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, and to also email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Donna French .
