On 03/11/2020 at 8:15 AM, Licensing Program Analyst (LPA) Melissa Guirit met with Administrative Assistant, Delia Lopez-Caloca for an UNANNOUNCED REQUIRED ANNUAL RANDOM INSPECTION. LPA also met with, Site Supervisor, Kimberly Robinson, who is in charge of classroom #6. The facility's operating hours are from 7:30 AM to 5:30 PM.

At 8:40 AM, Administrative Assistant took LPA to tour the entire facility to conduct a Health and Safety Inspection. Present for this inspection were 15 staff members and 33 preschoolers. The preschool uses 5 classrooms:

Teacher to Child Ratio for each classroom:
#1 (3-5 years old): 3:0
#3 (3-5 years old): 3:15
#6 (3-5 years old): 1:0
#8 (3-5 years old): 4:6
#10 (3-5 years old): 3:12

Per Administrative Assistant, room #6 does not open until 9:00 AM.

Each classroom has sufficient heating, ventilation and lighting for safety and comfort. The preschool is sectioned off into 5 separate classrooms. There are ample age appropriate toys that appear to be safe and in good condition. LPA observed a sufficient number of cots and mats which are stored appropriately. There are no bodies of water accessible to children in care. The furniture and equipment is in safe condition and is free from sharp, loose or pointed parts.

The facility has a fully charged 3A40BC fire extinguisher, pull down fire alarm, working smoke detector, working carbon monoxide detector, working telephone, and First Aid Kit. Facility's last fire drill was on 02/2020. All hazardous materials and toxins are kept out of the reach of children. All hand washing and cleaning areas are in safe and sanitary operating condition. All storage containers for solid waste had a tight-fitting cover on. All surfaces accessible to children are clean and toxic free. The sign in/out clipboard was reviewed and the number of children present matched the number of children that are signed in. Breakfast, snack, and lunch is provided, however, children also can bring their own lunches. The lunches come already prepared and is served to the children. Reduced 2% milk is served to the children. In each classroom, all children's medicine is stored in an area inaccessible to the children and are correctly labeled. The outdoor play area is completely fenced with 100% supervision. The playground equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Safe drinking water is provided both indoors and outdoors. The daily schedule was also observed and posted for visible review.

All staff subjected to criminal review have been cleared and associated to the facility. At 9:30 AM, LPA requested the staff and children files. LPA reviewed (3) children's and (13) staff files. Per Administrative Assistant, the substitute teacher in one of the classrooms is from another one of their other sites and another is a volunteer from UC Berkeley. Each child's files contained a copy of their Admission Agreement for review. Each staff's files contained a copy of their health screening, CPR and First Aid valid for opening and closing on site and their educational background.

LPA discussed the need to update the centers plan of operation to reflect IMS plan.

LPA reminded that ALL staff members, volunteers or frequent visitors that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Mandated reporter training must be renewed every two years. All forms can be downloaded at www.ccld.ca.gov

Effective August 1, 2003 California Law requires licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. LPA informed the licensee that all forms can be downloaded at www.ccld.ca.gov

LPA encouraged to email ChildCareAdvocatesProgram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with Administrative Assistant, Delia, and appeal rights were provided and discussed.
