On August 29, 2022 at approximately 12:20 PM Licensing Program Analysts (LPA) Lorraine Dacanay Breaux arrived at the facility for a 1 Year required annual unannounced inspection, and met with director Kaitelyn Nicholson. There were six (6) children in care and two (2) staff members present during the inspection. The facility was toured for a health and safety inspection inside and outside. The hours of operation are Monday through Friday, 08:45 am to 12:15 PM.

CLASSROOMS: All classrooms were inspected. Teacher child ratio was observed. There are adequate play and learning materials available. There is adequate heating/air conditioning, ventilation and lighting. The floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is in the office near the front desk. LPA observed and tested carbon monoxide detectors and smoke detectors located in each classroom. The center is equipped with a working telephone, carbon monoxide detector, pull down fire alarms and fully charged three (3) 3A40BC fire extinguishers and fully stocked first aide kits. All solid waste storage containers have tight fitting covers, and appear to be in good repair. Due to the hours of operation no naps provided.

BATHROOMS AND TOILETING AREAS: The bathrooms are separate staff and children. Toilets and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. The diaper changing area (friendly dinosaurs classroom) is close to the bathroom and faucet area.

FOOD SERVICE AREAS: The kitchen is clean within classroom (microwave/refrigerator), adequately equipped, and LPA did not observe any food stored with cleaning supplies. Monthly snack menus are posted and available. Parents supply the children's lunches. Parent bring the children's water bottles which are labeled.

OUTDOOR PLAY AREAS: There is a playground at the center for the children to exercise and use their large motor skills, and the playground has large trees for shade. There's a play structure, which is anchored that has cushioning to absorb falls and a water table with cups to keep the children hydrated on the playground. There are no bodies of water and/or free standing water accessible to children in care. (The facility is currently not using the smaller playground to the left side - off limits)

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Three (3) children's files and two (2) staff files were reviewed around 12:45 PM. All staff files have required health screening forms and all children files contains, Identification & Emergency Information, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. Director's CPR and First Aid certificate is current and expires on 07/2023. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one was conducted on 08/24/2022. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (This facility does not provide care for children under the age of 2 years old).

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the facility representative/Director, Kaitelyn Nicholson.
