On 05/29/19, Licensing Program Analyst (LPA) Briana Plumboy met with Director Ralph Thomas for an unannounced random inspection. Present for the inspection was 2 fingerprint clear and associated staff. The center and was toured to conduct a Health and Safety inspection. The center operates on the Castro Valley Unified School District Schedule from 6:30am until 8:10am and 1:45pm until 6:30pm. On Tuesdays, the center opens in the morning from 6:30am until 9:10pm.

The center consists of 1 portable on the campus of Chabot Elementary, which appears to be safe, clean and in good repair. There is adequate storage for children's belongings. There is adequate furniture, toys and activities, which are age appropriate and in good condition. The heating and lighting is adequate. There is drinking water readily available to children. There is single bathroom in the room for boys and girls. All toilets flush properly, and there is running water, soap, and paper towels available for children to wash and dry their hands. There are no bodies of water, or free standing water, accessible to children. Per director, there are no firearms on the premises of the child care center. The food preparation area is clean, free from hazards and adequately equipped. There is a menu posted, and there are no cleaning supplies stored with food. There are ample mats and sheets available for children's use, and they are stored properly. The playground has safe and age appropriate equipment. All required documents are posted for public review. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months, and the log indicates the last one done was on 02/26/19. The center is equipped with a fully stocked first aid Kit, working telephone, combined carbon monoxide and smoke detector, pull down fire alarm and 3A40BC fire extinguisher. The center provides breakfast and 2 afternoon snacks to children.

The center roster was reviewed, and a copy was obtained. All staff have been fingerprint cleared and associated to this center. All staff have provided proof of immunization against pertussis and measles, and/or provided a note declining the influenza immunization. All staff members have received current CPR/First Aid certificates on 02/11/2020. All staff have received the mandated reporter certificates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee is reminded that ALL Staff must be fingerprint cleared prior to being in the presence of children in care, or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident.
