On 12/14/2023 at 12:07pm, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Ute Dawe for an Unannounced Required Inspection. There were 18 preschool age children in care with an additional five fingerprint cleared staff members. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The center operates from Monday through Friday from 8:30am–5:30pm.

The center consists of three main rooms, a reading nook, two bathrooms and a fenced in outdoor play area. The entrance to the day care is the fence. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. The activities and toys appear to be age appropriate for the children in care. The children have their own cubbies to store personal belongings and napping equipment.


The outside play area is fully fenced with shaded areas for the children. There are two sandboxes in the play area, LPA reminded the center to cover the sandbox when center is closed. There are two play structures that has a rubber flooring for cushioning to absorb the impact from a fall.
The kitchen area was maintained in a clean manner. There is a snack current menu posted for the month. The center prepares and provides snacks to the children while in care and lunches are brought from home. All the children have personal water bottles and access to drinking water while indoors and outdoors.
There is a total of two toilets, a changing table and four sinks available for the children which are sanitary and in operational conditions. LPA reminded the Director that when the changing table is in use it must be within arms length of a sink. There are supplies available for the children to wash and dry their hands.

During today's inspection, LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children. The fire system and smoke detector are hardwired to the Albany Fire Department. There is a working carbon monoxide detector in the larger classroom, a fully charged fire extinguisher and pull down fire alarm at the entrance of the day care. The center has a complete first aid kit in the bathroom and conducts and documents their disaster drills every six months with the last one conducted on 11/29/23. All proper postings are posted in a visible area for parents to see.
LPA reviewed a random sampling of six children and four staff files, all files were complete and current. Center has provided proof of a current CPR certificates and the required mandated reporter training. While at the center LPA obtained the a current children's roster, a Personnel report, and updated Emergency Disaster plan. .

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA referred the Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Director stated and LPA confirmed there is a scheduled appointment for lead testing on 1/10/24. Report continued on 809C
