On June 29, 2023 at approximately 3:30pm Licensing Program Analyst (LPA) Russ Haderer conducted an unannounced site inspection for health and safety. LPA met with facility director, Ruby Masih and toured all areas licensed for use by children in care. The center is currently not operating until later this summer. The premises are used for summer camp sessions operated under the California Dept. of Education Heritage School Program and therefore a request for Inactive Status was granted for the licensed afterschool programs. The school will return to Active Status after August 14, 2023. The hours of operation will remain 7:30am to 6:30pm.

The facility is a single story building at the end of a small row of shops. There are two licenses operating at this location and they share the playground area. The playground is surrounded by a 6-foot privacy fence, secured with gates with inside latches too high for children to reach. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play areas. A water fountain is available. Children will bring their own bottled water from home. Water lead testing was completed and no lead exceedance was found.

This school age facility consists of a single “Stars” classroom and has separate girls and boys bathrooms, both functioning properly. There are sufficient amount of towels, soap. All toilets, hand washing and cleaning areas are in safe and sanitary operating condition. The classroom has touchless trash cans with tight fitting cover for the disposal of solid waste.

The facility is clean and well organized with age appropriate furnishings and equipment in good repair. Surfaces including floors and counter tops are clean and toxic free. There are ample age-appropriate toys that appear to be safe and in good condition. There are no bodies of water accessible to children in care. There were no hazardous items/toxins observed to be accessible to children in care today.

There is a fully charged 2A10BC fire extinguisher last serviced on April 6, 2023, and working smoke detectors and carbon monoxide detectors in the room. All required posted documents were found to be in compliance and prominently posted in public places.

Center Director’s files were reviewed and were found to be complete and in good order. CPR/1st Aid expires 11/20/2023 and Mandated Reporter certificate completed on 8/13/2021. No children’s records were reviewed.



This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
