Licensing Program Analyst (LPA) Andrew Elliot met with Director Catlina Garcia for an unannounced Annual Random Inspection at 10:30 am on August 25th 2023. LPA disclosed the purpose of the inspection and was granted entry into the facility by the director. In addition to the director, there are 17 preschool age children and 7 staff present today. The facility operates Monday - Friday from 7:30 AM AM to 5:30 PM in portable Room#19 and Room #40 on the New Haven school Campus. The facility was inspected indoor and outdoor today for health and safety hazards and the following was observed; There are no bodies of water, firearms, or weapons on the premises. The center is in good condition with proper temperature and ventilation and is free of any hazards. All furniture is in good repair. The Center has age-appropriate toys and equipment. A first aid kit and a first aid backpack are available. The outdoor play area is fenced for supervision. The play structure is age-appropriate and in good condition with
sufficient cushioning underneath. Each classroom has separate bathroom with two toilet seats and two sinks, The bathrooms appear to be safe, sanitary, and free of any hazardous items. There is drinking water readily
available for children. The program provides daily snacks and lunch. Food is prepared and delivered by Kidango, Inc. The classroom has appropriate postings. The last Emergency Drill was conducted on 08/15/2023 and is properly logged. Medications are stored on a high shelf which is inaccessible to children in care. The menu is posted in a visible location and is dated for the entire month. LPA did not observe any dangerous items accessible today, including medications, poisons, disinfectants, or cleaning supplies, that could be dangerous to infants. All solid waste containers have tight fitting covers on, and appear to be in good repair. LPA reviewed sign-in and out sheet. The center has a complete record of sign-in/out sheets by an authorized pick up person. There is a working fire alarm system. The room has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. The center roster was reviewed, and a copy was obtained. A review of 5 children's files and 8 staff files was completed. All children have a record of emergency identification information and immunization record on file.
All staff has a criminal record clearance on file. The site Director and staff has a current Pediatric First Aid/CPR certificate on file. All staff has taken Mandated Reporter training.

The acting director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
No deficiencies were cited as a result of today’s visit.

A notice of Site Visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with acting director Catalina Garcia.
