25 | LPA Andrew Elliot arrived at the facility on 08/11/2023 at 10:15 am to conduct a case management visit at the licensee’s request. The licensee requested that LPA inspect and authorize the construction of a new outdoor play structure so that it could be reopened for children’s use. LPA met with facility director Gina Aguinaldo at 10:15 am and was granted entry to the facility. The director, 1 teacher 1 aide, and 13 preschool aged children were present at the time of inspection. LPA observed that the facility was in ratio. LPA observed that the outdoor play area was clean, and free of any debris or hazards to children. The outdoor play area was fully secure by a fence, and clean drinking water was in apply supply to children via water fountains contained in the play area.
The outdoor play structure consisted of a plastic and metal play structure which included monkey bars, a slide, climbing surfaces, a balance beam, and multilevel play areas for children. The ground around the play structure was cushioned with rubber foam matting, ensuring that children would be safe from falls, even from the evaluated height of the play structure. LPA inspected the strength of the play structure’s construction. LPA observed that the play structure was securely bolted to the ground, and that all bolts, fastenings, and welding on the play structure was in good repair and able to support the weight of children at play. LPA observed the facility director walk children outside and instruct the children in the safe use of the play structure as a teacher demonstrated safe and proper use of the play structure.
LPA recommends that the play structure be approved for use, and that the outdoor play area of the facility be reopened for children’s use and be redesigned as an on-limits area.
