On 4/11/2024 at 8:51am, Licensing Program Analysts (LPAs) Catherine Fernandes and Janai McClain met with Head Teacher Yvette Dail for an Unannounced Required Inspection. There were 16 preschool age children with additional fingerprint cleared staff member. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The facility operates from Monday through Friday from 7:45am–5:00pm.

The center operates out of a large bungalow with two classrooms. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. The activities and toys appear to be age appropriate for the children in care. The children have their own space to store personal belongings.


The outside play area is fully fenced with shaded areas for the children. There is a sandbox in the play area, LPAs reminded the center to clean out the sandbox and to add sand when low. The center has a wavier for the outdoor play space which allows for only 28 children at a time.
The kitchen area was maintained in a clean manner. The center prepares and provides lunch to the children while in care and snacks are brought from home. All the children have personal water bottles which are brought outside when children are outdoors and they have access to clean drinking water. The center has conducted their lead testing on 3/5/24 and does not have lead exceedances in the sinks used for food prepping or drinking.
There is a total of three toilets and three sinks available for the children which are sanitary and in operational conditions. There is a changing table in the second classroom near the sink, staff was reminded that the sink can not be used for cleaning dishes or prepping food.

During today's inspection, LPAs did not observe any bodies of water or free standing accessible to children. The fire system is hardwired. LPAs tested the carbon monoxide detector in the second classroom, there three fully charged fire extinguishers in each of the main rooms and pull down fire alarm at the entrance and exit to the outdoor play space. Center has a first aid kit in the kitchen and conducts and documents their disaster drills every six months with the last one done in January 2024.

LPAs reminded the center that postings need to be placed in a visible area for parents to see. A physical census of the children and staff were taken and cross referenced with the sign-in and out log sheet, all children were accounted for and properly signed in. LPAs reviewed a random sampling of five children and both present staff files, all files were complete and current. Center has provided proof of a current CPR certificates that expires on 3/2026 and the required mandated reporter training which will be renewed this year.

During today's inspections LPAs observed the following: ibuprofen in an unlocked lower cabinet and two bottles of disinfecting spray next to the changing table in the classroom. The center needs to reorganize so there is a visual on all the children at all times. Center needs to post a menu that reflects what is going to be served to the children at least one week in advance. All food items need to have dates and all children water bottle and food need to be labeled. The required postings need to be placed where parents can see them. The outdoor play structures need to be wiped down and the sandbox has debris that needs to be removed. There needs to be padding for the slide to absorb a fall and the outdoor fence needs to be unlocked prior to the children arriving to the center.

Center was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs Fernandes and McClain informed Head Teacher Yvette Dail that this report dated 4/11/24 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the safety of the children in care.


Also, LPAs informed the center to provide a copy of this licensing report dated 4/11/24 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification
