On 8/21/20 at 11am, Licensing Program Analyst (LPA) Loretta Dyson conducted a case management tele-inspection thru the FaceTime application due to the COVID-19 pandemic. LPA met with Beatrice Balfour, who indicated she is the new director at the facility and has submitted the required documents to make the change. There were no children present. The center submitted an application to add classroom 5, located on the second floor of the building the preschool program is located in. The program operates Monday-Friday 7:30am-6pm. There are no changes to the capacity or spaces already licensed. There is also a private school on site.

A health and safety inspection was conducted of the classroom, with LPA directing Ms. Balfour to focus the camera on items around the classroom. The following measurements were taken on the camera with Ms. Balfour and the maintenance staff member: 705.8 square feet. A fire clearance dated 8/20/20, indicating that the classroom is cleared for use by the preschool program, was received from the Oakland Fire Department.

LPA observed that the classroom has sufficient lighting and an ample supply of age appropriate toys, activities and furniture. The facility has a functioning centralized fire system, carbon monoxide detector, fully charged 2A10BC fire extinguisher, and first aid supplies. LPA then inspected the hallway bathroom near the classroom, which Ms. Balfour indicated will exclusively used by preschoolers for now. She advised that when the private school is back in session they will submit a request to share the bathroom with kindergarteners, and have preschoolers use one stall in the bathroom. Ms. Balfour stated that she understood that children cannot commingle. Ms. Balfour did a scan of the outdoor area and LPA did not observe any hazardous items.

The facility is cleared to use classroom 5 effective today, 8/21/20. This report will remain on file for 3 years. An electronic signature will not be obtained from the licensee, but the report will be mailed to the licensee for signature.
