13 | LPA Dayna Collier made an unannounced tele-visit call with licensee Vicktoriya Scott due to COVID-19 restrictions for the purpose of delivering the findings of a complaint investigation. Present today were licensee, licensee's assistant, licensee's 2 adult daughters and 8 children in care consisting of 4 infants and 4 preschoolers. During the course of the investigation, interviews were conducted. Per licensee, an incident occurred when she tried to take a broom from the child as he was also pulling on it. The momentum of broom when the staff member released it caused the child to be hit in the face. Licensee stated that she was not aware of the incident until the child's parents told her that the child said the staff member hit him. Although it may not have been intentional, the staff member pulling on the broom while the child also did so would have caused an incident. During the investigation, there were no other disclosures made about children being hit as a form of discipline. Based on the investigative findings, it cannot be determined whether or not the incident causing the child to be hit was accidental or intentional. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur. Therefore, the allegation is unsubstantiated.
