On 3/22/2023 at 12:20pm, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Yvonne Obenchain for an Unannounced Required Annual Inspection. Soon after owner Malyka Chop arrived. There were four infants in care, with one additional staff member. There is a preschool component attached to the center, license number 013418967. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The facility operates from Monday through Friday from 8:00am–5:30pm.

The center operates out of a building with one classroom. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. There is a changing table for the infant in care that is near the bathroom. There is a separate bathroom for staff. The activities and toys appear to be age appropriate. The center is not using cribs for sleeping and instead they are using sleeping mats. The outside play area is fully fenced in, and is separate from the preschool yard. There are shaded areas and age appropriate toys. LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to infants during todays inspection. Lunches and snacks are brought from home. The center has conducted their lead testing for the sink in the kitchen, which is utilized for drinking water for the infants. All the infants have personal water bottles and access to clean drinking water through pitchers when indoors and while outdoors. All infants have their own hooks and shelves to store personal belongings. The fire system is a pull station. The center has a working carbon monoxide detector and smoke detector and fully charged fire extinguishers.



The facility is operating within its licensed capacity and is in ratio today. All proper postings are made visible by the entrance area of the center. The fire/disaster drill log was complete with the last drill logged 1/11/2023. The center's sign-in and out log is complete. LPA obtained and reviewed all infant’s files and one staff file. All files were complete and current with CPR and Mandated Reporter training.

Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Personnel Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or email. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov. Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com. This facility provides Incidental Medical Services – IMS. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with owner and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipmentTo improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
