On 09/09/19, Licensing Program Analyst (LPA), Briana Plumboy conducted an unannounced random annual site inspection for this facility. LPA met with Director, Yolanda Ortiz. The center operates Monday through Friday from 8:00am to 6:00pm. There are 45 preschool age children present today with six staff. A complete tour of the facility was conducted including the lilac room, aster room, library, gym and outdoor play area. Furniture and equipment were in good repair during today's inspection. There is heating, lighting and ventilation for comfort. The center has centralized heating. Storage for children's belongings and mats/cots were inspected. Floors and surfaces are kept clean and sanitary. Per director, there are no weapons stored in the child care center. There are tight fitting lids on all solid waste cans. There is available indoor and outdoor drinking water for children. Facility has at least one functioning carbon monoxide detector which is located adjacent the kitchen, centralized smoke alarms and fully charged fire extinguishers. There is one waiver on file for this facility which is posted and available for review. The attached outdoor play area was inspected for safety including all play equipment. There are no pools or other accessible bodies of water present at the child care facility during today's inspection. The center provides breakfast, lunch, and am/pm snacks during the school year, and also provides a vegetarian option for meals. There is a meal/snack menu available for public review. The snack menu is posted two weeks in advanced. The kitchen/food preparation area was inspected for cleanliness. This facility is in ratio. Care and supervision was evaluated to determine if the basic needs of children are met. Multiple staff present have current CPR/1st Aid certification. The center conducts fire/disaster drills with the last fire drill conducted on 08/21/19, and the last earthquake drill conducted on 08/15/19. Children's records were reviewed. A review of the Facility Personnel Report Summary indicates that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances. Sign In/Sign Out sheets were also reviewed. This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication. See 809-C for continuance

The Director is reminded any structural changes to the child care facility must be reported to Community Care Licensing. Director was reminded of Departments inspection authority, with our without any notice.

Director is reminded that ALL Staff must be fingerprint cleared prior to being in the presence of children in care, or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident.

California Law requires licensed child cares to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail.

There were no deficiencies cited during this inspection. An exit interview was conducted with Yolanda Ortiz. A Notice of Site Visit was provided and posted. This notice is to be posted for 30 consecutive days. A copy of this report is to remain in the facility records for a period of three years from today's date.
