On 2/27/2020 at 1:30PM, Licensing Program Analyst (LPAs) Junell Chen and Julia Placencia met with Center Director Tyesha Maryland for an UNANNOUNCED ANNUAL/RANDOM INSPECTION. This daycare center is located within church grounds. The program runs out of a building adjacent to the main building of church. LPAs toured the facility for a Health and Safety Inspection around 1:30 PM. Present during the inspection were 9 children and 1 staff member in addition to Director. This preschool program operates Monday – Friday 6:30 AM – 7:00 PM.

There are three (3) classrooms and one (1) bathroom being utilized at the center. The facility is in good repair.

CLASSROOMS: Each individual classroom was inspected. There are adequate play and learning materials available. Classroom furniture and equipment is age appropriate and in good repair. There is adequate heating, ventilation and lighting. Drinking water is available inside and outside of the center. There are working telephones on site. There are individual storage spaces for each child's belongings. Napping materials and equipment are properly labeled and stored appropriately. There are separate bathrooms for staff and children. There exists a carbon monoxide detector, smoke detector, fully charged fire extinguisher, and pull down alarm devices at the facility. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. First Aid kits are in a reachable compartment of each of the classrooms readily available. There are no bodies of water accessible to children being observed during the inspection. Per Director, there are no firearms on the premises. Children are being visually supervised during time of inspection. All storage areas for poisons are locked.

Licensee was asked to go to our website at www.ccld.ca.gov to ensure that she is informed of all new quarterly updates on laws and regulations.

LPAs reminded the Director of the following: Mandated Reporter training and CPR/First Aid training certification is to be renewed every 2 years.


The Director is reminded that ALL Staff must be fingerprint cleared prior to being in the presence of children in care, or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident.

California Law requires Child Care Center personnel staff to report unusual incidents or injuries to children in care to the child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Do not leave an Unusual Incident Report on the Licensing Program Analyst voice mail.

There are no deficiencies cited today. An exit interview was conducted with Director Tyesha Maryland. Copy of report and appeal rights provided.

This report shall remain on file for 3 years. A Notice of Site visit was given at time of inspection and requested Licensee to post the Notice in an unobstructed, viewable public area for 30 days.

BATHROOMS AND TOILETING AREAS: Toilets and faucets work properly. The children are able to reach the sinks and toilets. Toilet paper, soap, and paper towels are all available to the children. Adequate lighting is provided in all bathrooms. The school has water available to the children.

INSPECTION OF FOOD SERVICE AREA: The center provides breakfast and snacks. Food was inspected for freshness and quantity. The menus are posted for parents’ review.

RECORDS: Sign-in and sign-out logs were reviewed to verify census and signatures around 1:45pm. Children's and staff files were reviewed between 2:00 pm and 2:35 pm. Reviewed facility files are in compliance with the Title 22 requirements. Required forms were posted in a publicly accessible area. At least one opener and one closing staff personnel has a current CPR and First Aid certificates. Last disaster drill was logged on 2/14/2020.

INSPECTION OF OUTDOOR PLAY AREA: An inspection of the outdoor play area was done at around 1:47PM - 1:59PM. There are age appropriate toys and materials for the children. The play structures are available for children use. The Center maintains the school climbing play structures. LPAs observed tanbark to be used as a cushioning measure in the outdoor play area.

HEALTH RELATED SERVICES:
This facility is not providing Individual Medical Services (IMS) at this time. LPAs discussed IMS services and the requirement to update the plan of operation.
