Licensing Program Analyst (LPA) Melanie Otsuji arrived to the facility unannounced to conduct an Annual/Random inspection. LPA was greeted by Director Antoinette Guilatco. Present during today's visit were 9 staff members and 57 napping preschool aged children.
LPA conducted a health & safety tour of the facility. There are no bodies of water accessible to children in care. Disinfectants and other dangerous items are kept inaccessible to children. Playground equipment, furniture and toilet and hand washing facilities are in safe and sanitary operating conditions. Kitchen and food-prep areas are kept clean, and free of rubbish. All classrooms have storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Uncontaminated drinking water is readily available both indoors and out. LPA reviewed random files of students and staff present during LPA's visit. Each staff file reviewed contained the appropriate health screening and criminal record clearance. Each children's file reviewed contained the appropriate medical assessment and emergency information form.
There is at least one staff member present that has current CPR/Pediatric First aid while children are present at the facility. LPA conducted a census and census matches children signed in on the electronic system. Child's admission agreements were available for review. Facility last conducted a fire drill on 10/14/2019.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies are being cited during today's visit. An exit interview was conducted. The licensee was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. This report must be available for public review for 3 years. LPA provided Notice of Site visit and Licensee posted visit notice in LPAs presence.
