On September 22, 2022, at approximately 9:30 AM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with the director, Jody Boggs. LPA Breaux disclosed the purpose of the inspection and was granted entry into the facility by the director. There were twenty-nine (29) children present during this inspection and five (5) additional staff members. The facility was toured for a health and safety inspection. The hours of operation are 8:00 AM - 5:30 PM, Monday -Friday.

CLASSROOMS: The facility was toured inside and outside. Teacher child ratio was observed. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. The isolation area for sick children is near the front desk area away from the children in care. Drinking water is available at the facility. Parents supply water bottles with the child's name labeled. There a six (6) fully charged 3A40BC fire extinguisher, a functioning carbon monoxide detector, wired smoke detectors, sprinkler system, first aid supplies, and a pull down fire alarm. All solid waste storage containers have tight fitting covers on, and appear to be in good repair.

FOOD SERVICE AREAS: This facility provides lunch through an outside vendor and/or families will bring child's lunch. Snacks for children in care is provided and there are weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. Food is protected from contamination and, per staff, contaminated food is discarded immediately. . All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: Currently, the yard is not being used due to facility getting a new roof. LPA observed there was no play structure that needed to be anchored, there is cushioning to absorb falls. The staff brings a water pitcher with cups outside to keep the children hydrated. The playground is fully fenced.

BATHROOMS AND TOILETING AREAS: The bathrooms are a combo staff and children. Toilets and faucets are in safe and sanitary operating condition. The changing table in the women's restroom is in arm reach of the sinks.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Twelve (12) children's files and six (6) staff files were reviewed around 10:30 AM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 8/02/2022. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: Per Director IMS is not being provided at this time. No Medication to be inspected at this time. Staff has completed EpiPen training from an outside agency. The center is equipped with fully stocked first aid kits that is available in the classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights is provided. Exit interview conducted and report was reviewed with the Director, Jody Boggs.
