1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On October 26, 2023 at approximately 9:10 AM., Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Facility Representative, Jody Boggs. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Facility Representative. LPA provided the entrance checklist. There were forty-one (41) children present during this inspection and seven (7) additional staff members. This center operates Monday – Friday from 8:00 AM – 5:30 PM. The facility was toured inside and out for a health and safety inspection. Facility provides care for children starting at the age of 2 years old. CLASSROOMS: The three (3) classrooms were inspected (Names of classrooms are yellow(ages 4-5 years), blue (3-4 years) and pink (2 years) . There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is next to the director's desk away from other children in care, until parents pick up. The center has a wired smoke detector, a carbon monoxide detector, working telephone, pull down fire alarm system, and a fully charged four (4) 3A40BC fire extinguishers. BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. (Per the director the change table is not used in the women's restroom) FOOD SERVICE AREAS: This facility provide lunches and snacks for the children and low-fat milk is being served. The families have to sign up for the lunch option. There are weekly menus posted at the facility. LPA inspected the kitchen area where they have a refrigerator, the kitchen is shared with the after-school program. All storage containers for solid waste have tight fitting covers that are in good repair. LPA discussed and reminded director and kitchen staff to disregard any expire food and to make sure it is labeled, to clean the refrigerator as needed.

OUTDOOR PLAY AREAS: There's a small play structure in the larger yard that has cushioning to absorb falls. There are trees that provides shade to children while at play. There’s a water cart with disposal cups to keep the children hydrated.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and six (6) staff files were reviewed around 10:30 AM. All staff files have required Health Screening, and Employee Rights and all children files contains Personal Rights, Identification and Emergency, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 09/13/23. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: There's no IMS being provided at this time and no medication being stored at the facility. The center is equipped with a fully stocked first aid kit that is available in the classrooms.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone and facility must submit the LIC 624 to the Department within seven (7) days from the incident. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP and obtained a copy.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies found during today's inspection. Two (2) advisories note issued:

Technical Violation: Director and one staff mandated reporter training has expired.
Technical Violation: Refrigerator in the kitchen needed cleaning.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal Rights provided. Exit interview conducted and report was reviewed with the Director, Jody Boggs.
