25 | On 6/5/19 at 3:45pm, Licensing Program Analyst (LPA) Loretta Dyson arrived at the center for an unannounced random inspection. LPA met with the director, Robin Kong. There were 26 preschool age children and 3 additional staff also present. The center operates Monday-Friday 7am-6pm
At 3:55pm, LPA began an inspection of the center, which includes 6 classrooms, 2 bathrooms and the yard. The center has adequate lighting, heating and ventilation for the safety and comfort of staff and children in care. The classroom floors and surfaces are safe, clean and in good repair. There are 4 toilets and 4 sinks available for children, and LPA observed that they are in safe and sanitary operating condition. The center has an abundance of furniture, toys and activities that are age appropriate and in good condition. There is a sufficient amount of storage for children's belongings, and napping equipment which is stored appropriately. There is drinking water available for children, both indoors and outdoors. The kitchen is clean, properly equipped and LPA did not observe any cleaning supplies stored with food. There is a menu, for breakfast and snacks posted and it is dated a week in advance. All required forms are posted and visible for public review. LPA did not observe any bodies of water, hazardous items or toxins accessible today. The playground is fully fenced and free from defects or dangerous conditions. The surface, play structures, and equipment are age appropriate and appear to be in good condition. The structures are anchored, and there is sufficient cushioning underneath to absorb a fall. The center is in compliance with the sign in/out procedure. Per the director, there are no firearms stored on the premises. The center conducts fire and earthquake drills at least twice a year, and the last drills were completed on 3/28/19 . A fire inspection was completed by the Hayward Fire Department on 1/15/19. There are several carbon monoxide detectors throughout the center. LPA tested one and verified that it is functional. The center has fully charged 3A40BC fire extinguishers, a working telephone, and first aid supplies. LPA requested and reviewed the files of 6 children in care. LPA reviewed the files of staff present today, and verified that they all have proof of completion of the required mandated reporter training. At least one opening/closing staff member has current CPR/first aid certificates. All children's files are complete, with all of the required forms. The center roster was reviewed, and LPA obtained a copy. |
