25 | On June 6, 2023 Regional Manager Anika Evans, Licensing Program Manager Chandra Charles and Licensing Program Analyst Russell Haderer met with Licensee Vinutha Hosahalli for a Non-Compliance meeting to discuss previous Type A citations that were issued to the facility.
Licensee was issued a childcare license effective May 17, 2011. During annual inspections it was found that the licensee was out of compliance with regard capacity limits and age ratios of children. This occurred on four occasions: January 24, 2013; January 30, 2013; August 16, 2016; and May 17, 2023.
After the third occurrence (August 16, 2016), an informal non-compliance meeting was held on September 15, 2016 in the DSS Child Care License office in Oakland. In the meeting, License staff explained the seriousness of being out of ratio and associated safety concerns. Licensee understood the reasoning and stated it would not happen again. Licensing management informed licensee that another repeat violation would result in her license being referred to the legal department of licensing for possible revocation.
During an annual inspection on May 17, 2023, Licensing found licensee to be out of compliance once again; over capacity (15 children) including 8 infants in care.
During the meeting it was determined that Licensee will be placed on required annual inspections to ensure compliance. Any further violations will be cause for administrative action up to and including permanent forfeiture of child care license. Licensee to enroll in a class for child care and supervision and write up and submit a paper to licensing with a synopsis of what she learned. Licensee was referred to 4C's and/or Hively to research available classes.
