On March 21, 2023 at 12:30pm Licensing program Analyst (LPA) Indira Loza met with Licensee Dorothea Raymond to conduct an annual inspection. Present for the inspection were the Licensee, three fingerprint cleared assistants, three preschool age children, and three infants. The home was inspected to conduct a Health and Safety check. Operating hours are Monday through Friday 8:30am to 5:30pm.

The home is a two story home, the lower level consists of a living room, dining room, kitchen with a small eating nook, a bathroom, and a bedroom. The upper level consists of two bedrooms and a bathroom. There is also a fully fenced in backyard on the property. The off limit areas are the entire upstairs and the downstairs bedroom. The on limit areas are the downstairs portion of the home, which are the bathroom, kitchen, small eating nook next to the kitchen, the dining room, and the backyard. The isolation area is in the kitchen.

The Licensee and additional three staff present had current CPR and First Aid training. LPA obtained the children’s files for review and the children's roster. The last fire drill was documented to have been conducted on June 13, 2022. Per Licensee there are no firearms in the home. The Licensee has Liability Insurance. There is not any Incidental Medical Services currently being provided. The Licensee provides lunch and the children bring one snack. Outdoor play is in the backyard, with an occasional field trip. LPA reviewed 6 children files and four staff files. All children files were complete, and one staff file was complete.

Licensee was reminded that California Law requires Licensee to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or email. Licensee was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting http://www.mandatedreporterca.com.

Children’s Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. The Licensee is reminded that any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN CCP 22-02. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was issued three Type B citations. See LIC809-D for deficiencies.


A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Dorothea Raymond.
