25 | Licensing Program Analyst (LPA) Paul Petersen conducted an unannounced random annual site inspection for this facility on 04/24/19 at 1300. LPA met with and toured all areas of the facility utilized by children in care with facility director Feyrouze Habib. Also present were 44 napping children in care an six additional teaching staff including five qualified teachers. The facility is within ratio and capacity. Per facility director, there are no firearms stored on the premises. All child care rooms were inspected including the Rainbow Room, T-K Room, Cloud Room and Galaxy Room. Children have individual cubbies/storage spaces for personal belongings. Surfaces and countertops are kept free of toxins. There are no hazardous items/toxins observed to be accessible to children in care. There are child safety gatings as the base of stairways to prevent access by children. Furniture and equipment are age appropriate and appear to free of sharp/broken pieces. The facility has a centralized fire alarm with centralized smoke detectors and a working carbon monoxide detector. Most recent inspection by Oakland Fire Department was 11/2018. Breakfast and snacks are provided by the facility and children bring their lunch from home. Menus are posted and available for review. Food prep and storage area is clean and appears free of pests. There are multiple outdoor play areas which are fully fenced including separate play areas for toddlers. Climbing equipment is securely anchored with cushioning under and around the equipment. There are no pools or other accessible bodies of water. Play equipment is free of sharp edges. There is indoor and outdoor drinking water available. All required postings are present including one waiver. LPA reviewed the sign in, sign out records. LPA reviewed the staff and children's records including teacher qualifications/education, staff immunization records, children's emergency ID forms and admissions agreements. At least one staff present today is CPR/First Aid certified. This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. There are no deficiencies cited today. An exit interview was conducted with Irfan Habib. A notice of site visit was provided and is to be posted for 30 days and a copy of this report is to remain in the facility file for a period of three years from todays date. |
