Licensing Program Analysts Arminder Singh and Monica Mathur met with licensee, Yanhong Li for an UNANNOUNCED RANDOM INSPECTION.. Also present was licensee's fingerprint cleared assistant Aitong Li, daughter, and sixteen year old son. During the inspection there were 6 six preschoolers and one infant (Total 7). Child 8 (preschooler) left very shortly after arriving due to sudden sickness. The home was toured to conduct a Health and Safety Inspection. The home is neat and clean with heating and ventilation for safety and comfort. The home is a single story home that has three bedroom, three bathroom, living room/play area, kitchen, office, an outdoor play area located in the backyard, and a storage room. The ON LIMIT AREAS are the living room, play area kitchen, 2 bedrooms, bathroom located near kitchen, office, and side/backyard. The OFF LIMIT AREAS are the two additional bathroom, the bedroom located near the door of the outdoor play area, and storage room in backyard. ISOLATION AREA will be the office. All off limit will be inaccessible by closed and/or locked doors and visual supervision. The outdoor play area is free from defects or dangerous conditions and is fully fenced. There are ample age appropriate toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water. All hazardous materials and toxins are kept out of the reach of children. The home has a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, and working telephone. The licensee and assistant's Pediatric CPR and First Aid certificates are current and expire on July 2021. She has a first aid kit. Mandated reporter training is current and expires on March 28, 2020. There is centralized heating that is working and in good repair. The fireplace is screened to prevent access by children. Per licensee, there are no firearms in the home. A sample of children files were reviewed and each child's file's were complete. Licensee and assistants have completed the mandated reporter training and must be renewed every two years. The licensee is in ratio today.

This facility is not providing Incidental Medical Services - IMS at this time. LPA discussed IMS services and the requirement to create a plan of operation.

· Criminal Background Clearance: All assistants, volunteers, frequent adult visitors (adults are individuals 18 years of age or older) must be fingerprint cleared and associated to the facility prior to be in the presence of children in care. Failure to comply, requires an immediate civil penalty of $100 to $3000 per person, per incident.

Analyst reviewed required documents for all children's records, beverage law requirements for children in care and diaper changing procedures were discussed.

During inspection LPA's observed medications accessible to children in the bedroom number one in an unlocked glass cabinet and also in bedroom number two on top of a desk. During inspection both rooms were closed and no children were present. Licensee did safely lock the cabinet and remove the medicines from the desk during inspection as instructed by LPA's. Licensee states rooms that medicines were in are only used for napping and NOT playing. See 809-D for deficiency cited. This report shall remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and appeal rights were provided.
