1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On January 24th, 2024 at approximately 10:05am, Licensing Program Analyst (LPA) April Wright arrived for an Unannounced Required 3 Year inspection, and met with Operations Manager Ria Das. Present were eighteen (18) toddler/preschool age children and four (4) fingerprint cleared staff members during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday 8:00am to 5:30pm. CLASSROOMS: Two (2) classrooms were inspected and have adequate play and learning materials available. Floors, furniture, and equipment are age appropriate and free of defects, hazards or damage. There is adequate heating/air conditioning, ventilation, and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the lobby area outside operations manager office which is away from other children in care. The center has smoke/carbon monoxide detectors, working telephone, and four (4) fully charged 2A10BC and 3A40BC fire extinguishers. The center is equipped with fully stocked first aid kits that are available in all classrooms. BATHROOMS AND TOILETING AREAS: Staff's bathroom is located in the hallway which is separate from the children's bathrooms. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. FOOD SERVICE AREAS: This facility does not provide food services to children in care. All food items are brought from the child's home. There is a staff kitchen area that is neat, orderly and inaccessible to children in care. All containers for solid waste have tight fitting covers that are in good repair. See LIC 809-C for continuance.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Eight (8) children's files and five (5) staff files were reviewed, along with operations managers file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed and are up to date. The center is in compliance with the sign in and out procedure via Brightwheel. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 12/19/2023. All required documents are posted in a public accessible area.

Operations Manager was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP.

LPA discussed the safe sleep regulations with Facility representative/ Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee facility representative Ria Das.
