On August 26, 2021 at approximately 12:50pm Licensing Program Analyst (LPA) Russ Haderer arrived to conduct an unannounced random annual site inspection for this pre-school facility. LPA met with Site Director Yinyin Mar and toured all licensed areas used by children in care for a health and safety inspection. Also present today were 7 additional staff preparing classrooms for opening day, September 1, 2021. There were no children present. All adults present are background cleared and associated to this facility.

The facility is operated on church property. There are 5 classrooms, an administration office, patio eating area, gardening area for the children and an outside playground area. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play areas and teachers will always be present. A new bike shed was added to the playground area and is always kept locked.

The facility has a fully charged 2A10BC or 3A40BC fire extinguishers in every classroom, the last annual inspection done August 18, 2021. There are working carbon monoxide detectors (tested and working). A current Fremont fire department inspection report was available, a copy placed in the file. Heating and ventilation was acceptable.

The school provides snacks and water for the children. Children bring their own lunches and bottled water. Menus are posted displaying snack times. There is an outside drinking fountain that is not in use at this time (due to Covid concerns). The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care.

Due to the Covid pandemic, there are plastic barriers placed on all desks, all children’s crayons, and other activity materials are personalized for each child (to prevent any sharing). Napping cots are available for children that need to sleep (currently will be 10 children) and are labeled with their names. All classrooms have cubbies for children’s personal belongings (including the bedding for napping cots), personal items do not come into contact with other personal items, desktops have additional plastic barriers that are cleaned daily.

Disaster drills are conducted at least every six months. The last drill was conducted on March 25, 2021. Next drill is scheduled for September after school resumes. There is a single children’s bathroom with four toilets and three sinks. Due to Covid pandemic, the two lower sinks have touchless water valves. The bathroom sinks have the appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating condition.

The sign in/out sheets are not currently in use, an electronic sing-in/sign-out system is on a table near the entrance gate. Covid protocol is followed: temperatures measured, hand washing (or sanitizer used) upon entry, all children and staff wear face coverings. All classrooms have windows, air purifiers and good cross ventilation.

The eating area has touchless trash cans with tight fitting covers for the disposal of solid waste. Currently he facility does not have any children that require incidental medication (EpiPen’s, inhalers and anti-histamines for allergies).

At approximately 2:15pm LPA performed children's record reviewed: LPA requested and reviewed children's roster. All files selected were complete and up to date.

At approximately 3:00 pm LPA performed staff file review. All staff subjected to criminal review have been cleared and associated to the facility. All files were complete, up to date and found to be in compliance with Title 22 regulations.

Site Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were found at facility during today’s inspection. A copy of this report to remain on file for 3 years.

A notice of site visit was given and must remain posted for 30 days.
