On June 30, 2022 at approximately 11:40am Licensing Program Analyst (LPA) Russ Haderer arrived to conduct an unannounced annual inspection for health and safety. LPA met with Site Director Yinyin Mar and toured all licensed areas. Also present today were 7 staff members and 23 children in care. All adults present are background cleared and associated to this facility. The hours of operation are 8:00am to 6:00 pm.

The facility has 5 classrooms and operates on church property. There is also an administration office, patio eating area, gardening area for the children and an outside playground area. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play areas and teachers will always be present.

The sign in/out sheets are done through ProCare software, checked and functioning. Covid protocol is strictly followed (temperatures measured, hand washing or sanitizer used) upon entry, all children and staff wear face coverings whenever indoors. All classrooms have windows, air purifiers and good cross ventilation.

The facility has a fully charged 2A10BC or 3A40BC fire extinguishers in every classroom, the last annual inspection done in 8/18/2021. RN Security Company out of Hayward, Ca completed a smoke alarm system-wide test on 10-8-2021 and all smoke alarms passed. There are working carbon monoxide detectors (tested and working). Heating and ventilation was acceptable. Disaster drills are conducted monthly, the last drill was done on June 6, 2022.

The eating area have touchless trash cans with tight fitting cover for the disposal of solid waste.

There is a single children’s bathroom with four toilets and three sinks. Due to Covid pandemic, the two lower sinks have touchless valves. The bathroom sinks have the appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating condition. Professional sampling of possible lead in the in water has been completed, lab results are expected soon.

Due to the Covid pandemic, there are plastic barriers placed on all desks, all children’s crayons, and other activity materials are personalized for each child (to prevent any sharing). Napping cots are available for children and labeled with their names. All linens are taken home on weekends and laundered by parents. Classrooms have cubbies for children’s personal belongings, personal items do not come into contact with other personal items, desktops have additional plastic barriers and cleaned daily.

The school provides snacks and water for the children. Children bring their own lunches and bottled water. Menus are posted displaying snack times. There is an outside drinking fountain that is not in use at this time (due to Covid concerns). The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care.

LPA completed reviews of children's files. A roster was provided and a copy was taken by the LPA. All files selected were complete and up to date.
Staff files were reviewed. All staff subjected to criminal review have been cleared and associated to the facility. One staff's Mandated Reporter certificate was recently expired. All other requirements were up to date and in compliance with Title 22 regulations.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Site Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
