On 9/29/20 at 3:30pm, Licensing Program Analyst (LPA) Loretta Dyson arrived at the center for an announced case management inspection. LPA met with the owner/applicant, Daesoo Min and the director, Lisa Luoh. There were 7 children and 2 additional staff members present. The facility submitted an application, requesting an increase of capacity for this school age license. The facility will operate in 10 classrooms, an activity space and music room, Monday-Friday 11:30am-7pm. LPA toured the areas of the center that have been changed, to conduct a health and safety inspection, and completed measurements of the updated spaces. The measurements, including the previous measurements, are as follows:
INDOORS: 3,331.64 square feet= 95 children
OUTDOORS: 3,720.94 square feet= 49 children
A fire clearance for a total capacity of 75 children was received from the Albany Fire Department on 9/28/20.
The former multi-purpose room has been reconstructed and divided into 5 separate classrooms, a storage room has been changed into a music room for children, and a space that was previously used for the storage of children's belongings has been changed into an activity space. All areas inspected have sufficient lighting, heating and ventilation for the safety and comfort of children. There is a sufficient amount of age appropriate activities, equipment and furniture for children and they appeared to be in good condition. The floors and surfaces are clean and appear to be free of toxic substances. All bathrooms in the facility will be used by children, and the staff will use bathrooms in the owner's other business across the street. LPA discussed ratio and supervision, especially during times when staff need to leave the facility to use the bathroom and the owner and director acknowledged and stated that they understood and would have sufficient staff to cover during these times. The facility has a working telephone, first aid supplies, centralized fire alarm/carbon monoxide system and fully charged fire extinguishers. There are water fountains and dispensers available for children.
The facility will be licensed for 90 children once the following is complete:
- updated fire clearance (850) is received from the Albany Fire Department; the fire department has already determined that the occupancy can be as many as 131, but the 850 needs to match the requested capacity
- a waiver for the dual use of a children's bathroom and isolation bathroom is approved
This report will remain on file for 3 years. An exit interview was conducted with the director.
