On May 5, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Haderer arrived unannounced for an annual inspection for compliance to Health and Safety. Present for the inspection was the site director Nishat Kumar, 9 staff members with 67 children in care (18 months to 5 ½ years old), including a toddler option. The sign in/out sheets were reviewed and counts are accurate. The hours of operation remain 8:30am to 6:00pm.

All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seatbelt laws; menus; daily activity schedules. There is a posted waiver for this facility for the playground space to be alternated to limit the number of children.

There are 4 classrooms: 1 classroom for toddlers age 18 to 36 months; 3 classrooms for preschool children (one classroom for age 2 to 3 ½; one classroom for 3 ½ to 4; one classroom for 4 to 4 ½ and 4 ½ to 5 ½). LPA observed that all preschool rooms are clean and safe for all children and staff.

The playground has a waiver (posted for public view) that requires that no more than 36 children may be present to use the space at any one time. The playground area is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate rubber cushioned material that absorbs a fall and enclosed within the school property, surrounded by a fence covered in material to provide privacy. Shade is available for the children in the play areas and teachers are always present. A water jug is available and children have personal water bottles and labeled with each child’s first and last names.

At this time there are no children that require any incidental medical services (EpiPens or inhalers). When any child requires IMS, medications are stored in high cupboards away from children’s access.

There is one children’s bathroom with 5 toilets and 5 handwashing sinks. All sinks have functioning water taps with appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating condition. Diaper changing for toddlers is done in the classroom. There is a separate restroom for adults not used by children.

LPA observed sufficient pads for the children to sleep. Site director stated that bed sheets were taken home and washed by parents once every week. Classrooms have trash cans with tight fitting cover for the disposal of solid waste. First aid / Emergency kits are available in each classroom. Site Director stated that there are no weapons or firearms on the premises.



There are two drinking fountains and a water bottle filler in the hall. Lead testing was completed in December 2022 there were no lead level exceedances found. Lead testing results are posted in a public place next to the license. Water for children is also available for the children in each room and they also bring their own water bottles from home. A water jug is brought outside when children are in the playground area.

The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care.

The facility has fully charged 3A40BC fire extinguishers in the building, the last annual inspection was completed on 2-09-2022. Carbon monoxide and smoke detectors were available in each room, tested and working. On 1/10/2023 the fire alarm system was checked by SAFCO Sound and Security Systems Inc. and passed inspection at that time. Heating and ventilation is acceptable. Disaster drills are conducted every month, the last drill was conducted 4/24/2023.

The facility provides hot meals and snacks for children, menus are available and posted. Food and beverages in the kitchen were checked and none were expired. Preschool children get 1% milk, toddlers get 2%milk.

Children's records were reviewed: LPA requested and reviewed facility roster and kept a copy for the office file. All files selected were complete and up to date. Sleep logs are maintained for toddlers under the age of two, logs were reviewed and found to be complete.

Staff files were reviewed. Opening and closing staff have current CPR and first aid training. All staff subjected to criminal review have been cleared and associated to the facility. All files were complete, up to date and found to be in compliance with Title 22 regulations. Immunization records were available showing all teaches files were complete.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
