LPA Dyer met with Director Tae Ha for an unannounced Annual/Random inspection. Present are 7 staff and 42 preschool children. There are 2 sets of children: Roots (downstairs) and Trunk (upstairs). Sign-in/sign-out sheets were inspected. There is a working phone. The last fire/emergency drill was 7/02/19. Director and Designation of Facility Responsibility is current. Proper posting requirements were met with the exception of the Car Safety Seat Law - it was given to the director to post. The new Centralized Complaint and Information Bureau poster was discussed and provided. There is a carbon monoxide detector and a fire extinguisher.
Classroom furniture is in good condition. There are toys, books, crafts and educational supplies available. Floors were clean and safe. There is adequate heating, ventilation, and lighting. Visual supervision was discussed during the inspection. Bathroom toilets and sinks are working properly. Children are able to reach the sinks. There were adequate bathroom supplies. Kitchen area (including storage areas for food) was clean. No insects or pests were seen. There were storage containers with lids for solid waste in the kitchen. A sample of food product was examined for freshness and expiration dates; there was adequate food for children who did not bring their own and for emergencies. Food is prepared inside the facility. The center supplies snacks. Menus were posted. Inside, there is proper storage areas for each child with cubbies. There is adequate napping equipment. There is drinking water available at all times inside the center through water bottles. Isolation area for sick children is in the office. Director stated that there were no bodies of water or firearms on the premises. First aid kit is located in each classroom. Director has emergency earthquake supplies. Cleaning supplies are inaccessible to children, placed on high cabinets in the bathroom.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: (continued)

Outside play area (securely fenced) is safe and free of hazards. There were a variety of toys and play materials. The area around the climbing playground equipment is cushioned with sand, which is inspected daily. There is an outside shaded area. Supervision of children outdoors was discussed in detail.

Children's files and Staff files were reviewed at the last inspection and will not be reviewed today. A roster was obtained. Mandated Reporter Training/AB 1207, (http://www.mandatedreporterca.com - Child Care Provider Module) was also discussed. Required training will need to be completed every 2 years.

The director stated that at least one person trained in CPR/First Aid is always present. All individuals subject to a criminal record review have obtained clearance or a criminal record exemptions.

The director was reminded of the Department's Inspection authority, and the need to comply when notified that termination of an employee is necessary. The handout, "A Child Care Provider's Guide to Safe Sleep" was provided and discussed. Also discussed with the director: adult immunizations, qualifying teachers, smoking; mandated reporter training; pest management; and adult/children's files. Director was encouraged to frequently visit the website at www.ccld.ca.gov for licensing regulations, forms and updates.
