On August 10th, 2023, at approximately 1:35pm, Licensing Program Analyst (LPA) April Wright met with Director Shirley Reyes for an unannounced follow-up Complaint Investigation Inspection. The purpose of the visit is to deliver the complaint investigation findings. LPA Wright conducted a Health & Safety inspection of the facility. Eight classrooms were inspected. Present during the inspection were 114 children and 19 staff personnel including the Director.
During the course of the investigation, LPA Wright, conducted interviews with facility personnel and reviewed supporting documents/emails that were submitted.
The complaint alleges that the Facility is out of ratio. This agency has investigated this complaint.
Based on LPA interviews which were conducted, and documents received and reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section: 101216.1(c)(1) Teacher Qualifications and Duties, are being cited on the attached LIC 9099D.

Director will shall submit a plan which details how she will ensure there is always a qualified teacher in each classroom. Director will also submit statement on the staffing plan for the facility moving forward.

Based on interviews and documents received, the Director did not comply with the section cited above in which staff were not a fully qualified teacher with ECE units/permit, which poses a potential risk to the health and safety of children in care
