On June 24, 2021 at approximately 8:18am Licensing Program Analyst (LPA) Russ Haderer arrived to conduct an unannounced random annual site inspection for this preschool facility. LPA met with facility director, Radhika Verma and toured all areas licensed for use by children in care for a health and safety inspection. Also present at the time of this inspection were 9 teaching staff and 65 children in care (all preschool age) and 2 administrative staff members. The facility is within ratio and capacity. All adults present are background cleared and associated to this facility.

The facility consists of 6 classrooms with private playground space for the children in the back of the building.

Documents were posted in public places as required:
- Facility License
- Emergency Evacuation Plan
- Earthquake preparedness Notice
- Personal Rights
- Parents Rights
- Child Passenger Safety Laws
- Monthly schedule of activities
- There is a waiver for rotating the children in the play area, waiver is posted as required
Disaster drills are conducted monthly and were up to date as of June 9, 2021.

All rooms were inspected. Each classroom has an emergency bag with first aid kits and any incidental medications required for children. There are alarmed fire exit doors. There are touch-less waste bins in every room and each classroom has water jugs available with Dixie cups available for children. Each classroom has cubbies for children’s personal items.

There are two 2A10BC fire extinguishers in the facility, one in the lobby and the other on in classroom 1. Both are fully charged with the last annual inspection done on June 8, 2021. There are pull down fire alarms through the building, one in every classroom and others in the halls. There are 3 carbon monoxide detectors (tested and working) and smoke detectors mounted on the high ceilings. The Fremont fire department comes and tests the alarms annually. Plastic safety covers were present on electrical outlets, heating and ventilation was acceptable.

There is a main kitchen consisting of a small refrigerator, a sink with hot and cold running water, microwave, a stove and a no-touch trash bin with a cover. Currently the school is only providing snacks, no lunches (due to covid). Parents supply their own child’s lunch. There are some fruits available and snack foods in a tall cupboard. All snack foods in the cupboard are stored in containers with tight fitting lids or in plastic re-sealable bags. The kitchen area is off limits to children, there were no sharp knives observed in the kitchen today.

There is a large playground area in the back of the center surrounded by a 6 foot privacy fence. There are two locked exit gates, secured with inside latches too high for children to reach. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. There is a covered sandbox (not in use) that will be removed. Shade was available in the play area and teachers are always present. There are covered bins for waste and a water fountain is available, however, due to covid, it is currently not in use. Due to covid, children are bringing in their own bottled water from home and drinking water is also available and provided by staff indoors and outdoors.

There is one children’s bathroom and 2 staff bathrooms. The children’s bathrooms bathroom have 4 sinks with functioning cold water taps with appropriate hand washing signs. There is a touch-free trash can with a lid and sufficient amount of towels, soap and diaper supplies. There is a changing table within arms length of the sink. There are 8 toilets for the children (4 groups of 2 each with a wall barrier to separate them from each other). The hand washing and cleaning areas are in safe and sanitary operating condition.

The sign in/out sheets are electronic and were reviewed. All children present were signed in. The sign in/out system stores information for a minimum of 30 days and reviewed. A backup system is available (traditional pen and paper sign-in/sign-out).


The facility is clean and well organized with age appropriate furnishings and equipment in good repair. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. All required posted documents were present.

There are ample age-appropriate toys that appear to be safe and in good condition. There are no bodies of water accessible to children in care. All hazardous materials and toxins are kept out of the reach of children.



Classrooms have touch-less trash cans with tight fitting cover for the disposal of solid waste.

The center administers medication (EpiPen’s, inhalers and antihistamines for allergies). Medication is stored in each classroom’s emergency bags out of the children's reach. All medicines on hand were checked and are not expired. Incidental Medical Services Plan is on file.



The children's napping areas are clean and organized with sleeping pads and cubbies for the children's personal items, none of the children's blankets were touching.

At approximately 10:30 am LPA performed children's record reviewed: LPA requested and reviewed facility children's roster. All files selected were complete and up to date and found to be in compliance with Title 22 regulations.

At approximately 11:00 am LPA performed staff file review. All staff subjected to criminal review have been cleared and associated to the facility. All files were complete, up to date and found to be in compliance with Title 22 regulations.

No deficiencies were found at facility during today’s inspection. A copy of this report to remain on file for 3 years. Exit interview was conducted with site Director Radhika Verma and administrator Natasha Aguliar.
