On August 25, 2023, at approximately 12:20 PM. Licensing Program Analysts (LPA) Lorraine Dacanay Breaux arrived at the facility at for a 1 Year required unannounced inspection, and met with owner, Amandeep Kang/Bill Kang. There were ten (10) children in care and 5 (five) staff members present during the inspection. The facility was toured for a health and safety inspection inside and out. The hours of operation are Monday through Friday, 08:00 am to 06:00 PM. Age Range of children start at 24 months-school age. This site has a Heritage program on site.

CLASSROOMS: The two (2) classrooms were inspected. Teacher/child ratio was observed. There are adequate play and learning materials available. There is adequate heating/air conditioning, ventilation and lighting. The floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the center, families supply water bottles. There is proper individual storage space for each child. The isolation area for sick children is in the Directors office. LPA observed and tested the carbon monoxide detector. The center is equipped with a working telephone, pull down fire alarms and three (3) fully charged 3A40BC fire extinguishers and fully stocked first aide kits.

Per owner the transportation is for the Heritage Program.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. (one toilet in bathroom is not working/leaking see deficiencies) The children can reach the sinks and toilets. Supplies are available to the children. (the change table is in arm’s reach of the sinks)

FOOD SERVICE AREAS: The kitchen is adequately equipped, and LPA did not observe any food stored with cleaning supplies. Monthly snack menus are posted and available. Parent bring the children's lunches.

OUTDOOR PLAY AREA: There is a outdoor play area that is anchored and has cushion to absorb falls The staff will bring outdoor the children's water bottles to provide hydration. The play equipment appears to be in good condition. Per owner B. Kang since the play yard has no shaded area, they do not take the children outdoors to play when temperatures are too hot.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Children's files and staff files were reviewed around 1:30 PM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The facility representative's CPR and First Aid certificate is current and expires on 2023. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 8/2023. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. There is no medication during today's visit for the LPA to inspected. Per owner the medication will be stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child’s name and date of issuance. A refrigerator shall be used to store any medications that requires refrigeration. The center is equipped with fully stocked first aid kits that is available in the classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Deficiencies & Advisory Notes Issued Today:

  • Type B Violation: Children's bathroom, second toilet has a leak. There was water on the floor during the time of inspection with a towel on the toilet tank. LPA advised A. Kang (owner) that floor area should be dry at all times and the toilet area should indicated that it is out of order. (Ex: Orange safety cones, water turned off on this toilet, a sign on the toilet "out of order)
  • Technical Violation: Refrigerator that is used for children's snacks, is not clean and items are expired. LPA informed A. Kang (owner) to dispose of any expired food items and to remind staff to dispose and clean for health and safety.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal rights were given and reviewed. Exit interview conducted and report was reviewed with the facility representative, Bill Kang. (Amandeep Kang had to leave to pick up children).

Based on observation, the licensee did not comply with the section cited above in the children's bathroom (second child's toilet) is leaking and water is on the floor durinf the time of inspection which poses/posed a potential health, safety or personal rights risk to persons in care.
