A Case Management Inspection was conducted on this date 7/6/2022 by Licensing Program Analysts (LPA), Melanie Otsuji. LPA met with Applicant/Director, Gowthaman Subbarayalu. he center has submitted an application for a DECREASE IN CAPACITY, and to remove Classroom C from the license. The center will now be operating in 3 classrooms (Toddler Room, Daycare Room and Classroom B (consists of Rms 1-3)). The hours of operation are Monday thru Friday 8 am-6pm. There were 32 children and 5 additional staff members present. LPA toured the center classrooms, bathrooms and yard to conduct a health and safety inspection. LPA observed proper teacher-child ratio during the inspection.

The following is the total overall measurement:
INDOORS: 3166.93 square feet = 90 children
OUTDOORS: 3897.02 square feet = 52 children

A fire clearance from the Fremont Fire Department was received on 6/6/2022.

At least one staff member that opens and closes has current CPR/first aid certificates. All required forms are posted and visible for public review. The playground is fenced and equipment is in good condition. The play structure is anchored and has sufficient cushioning underneath to absorb a fall. LPA observed that drinking water is available both inside and outside by way of water pitchers and cups.
All toilets and hand washing facilities are in safe and sanitary operating conditions. The center has a sufficient supply of snacks in case of emergency. There is a sufficient supply of napping equipment for the number of children in care, and LPA observed that it is stored properly. The center is using an electronic sign in and out procedure. The center has at least one functioning carbon monoxide detector. LPAs did not observe any bodies of water, hazardous items or toxins accessible today.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com. Zero Tolerance policies were explained. A Notice of Site Visit form was provided, and needs to be posted for 30 days.

The center was found to be clean, safe, sanitary and in good repair. There are no deficiencies cited during this inspection.

A license for 80 preschool children which includes the option to have up to 8 toddlers (18m-36m) in the toddler option program will be issued effective today, 7/6/2022. Also on site are 23 infant aged children operating out of the infant component.
