On 8/31/21 at 1:14pm, Licensing Program Analyst (LPA) Briana Plumboy arrived to the facility at for an unannounced 1 year annual inspection and met with Director Carmina Harris. There were 13 preschool age children and 4 staff members present during the inspection. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 6:30pm.

LPA Plumboy and center Director C.Harris toured the facility together. The preschool component of the center consists of 5 rooms/areas, which appear to be safe, clean and in good repair. There is adequate storage for children's belongings. There is adequate furniture, toys and activities, which are age appropriate and in good condition during today's inspection. The heating and lighting is adequate. There is drinking water readily available to children. There is a separate bathroom for boys and girls. All toilets flush properly, and there is running water, soap, and paper towels available for children to wash and dry their hands. There is a separate bathroom for staff. There are no bodies of water, or free standing water, accessible to children during today's inspection. The food preparation area is clean, free from hazards and adequately equipped. There is a menu posted, and there are no cleaning supplies stored with food. There are mats and sheets available for children's use. The playground has safe and age appropriate equipment. All required documents are posted for public review. The center is in compliance with the sign in and out procedure and utilize an online check in/out system. Disaster drills are being conducted at least once every 6 months, and the log indicates the last one done was on 8/13/21. The center is equipped with a first aid Kit, working telephone, carbon monoxide detector, pull down fire alarm and fire extinguishers. LPA observed the interaction between the staff and children in care, and found it to be in compliance with the Title 22 Regulations during today's inspection.

The center roster and Lic. 500 was reviewed, and a copies were obtained. A review of 5 children's files and 4 staff files was completed. A REVIEW OF RECORDS TODAY INDICATE THAT ALL STAFF OR OTHER INDIVIDUALS WHO REQUIRE CAREGIVER BACKGROUND CHECKS HAVE CRIMINAL RECORD & CHILD ABUSE CLEARANCES OR EXEMPTIONS.All staff have current CPR/First Aid certificates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was encouraged to frequently visit our website at ccld.ca.gov for licensing regulations and updates.

Licensee is reminded that ALL assistants, volunteers, and staff, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Licensee was reminded of the responsibility as a mandated reporter. All forms can be downloaded at www.ccld.ca.gov


LPA discussed the safe sleep regulations with Director Carmina Harris and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director Carmina Harris of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.

No deficiencies cited during today's inspection. Appeal rights provided and discussed. Exit interview conducted and report was reviewed with the Director Carmina Harris.
