On August 27, 2021, Licensing Program Analyst (LPA) Melissa Domantay arrived at the center for an unannounced random inspection at 10:00am. LPA met with the director, Maribel Guerra. There were 36 preschoolers and 7 staff members also present. The facility's operating hours are from 7:00 AM to 6:00 PM. There are Covid-19 postings, temperature check station by front doors of facility. Facility utilizes paper sign in and out method.

LPA completed an inspection of the inside and outside areas used by the preschool program, to conduct a health and safety inspection. The outdoor area is fully fenced and canopies provide sufficient shade in the play yard. The climbing structures are sufficiently cushioned to absorb a fall. There is a sufficient amount of toys and activities outdoors, which are appropriate and in good condition. Drinking water jugs are available to children both indoors and outdoors. Children bring personal reusable bottles to be refilled when needed.

LPA did not observe any bodies of water, hazardous items, toxins or medication that will be accessible to children. The center has fully stocked first aid kits, functioning telephone, fully charged 3A40BC fire extinguisher, pull down fire alarms, and a centralized smoke detection. Carbon monoxide is available. The center will provide am/pm snacks. No cleaning agents were found stored with food. First aid supplies are available in the center. There is a working telephone on site.

Heating, lighting and ventilation in each area was sufficient for the safety and comfort of children and staff. LPA observed that all of the classroom floors, surfaces, furniture and equipment are clean, in good condition and safe. The furniture, equipment, toys and activities are age appropriate and there is an ample supply available for the number of children in care. There is a sufficient amount of storage space for children's belongings. All disinfectants, cleaning solutions and medications are stored in areas that are inaccessible to children.

During today's inspection there are 6 toilets and 5 sinks that are accessible to children, and in sanitary and operational condition. LPA observed that all containers used for solid wastes had tight fitting covers on them were in good repair.

LPA observed that all required forms are posted and visible for public review, including the AM and PM snack which is dated at least a week in advance. The center is in compliance with the sign in and out procedures. Per director, there are no firearms stored on the premises. LPA reviewed the fire/disaster drill log and it indicates the last drills were conducted on 07/152021. Parent Board is located on the left wall upon entrance of facility.

Director qualifications packet for Maribel Guerra was reviewed and she is a fully qualified director. CPR/First aid is in process, LPA obtained receipt of CPR/FA registration for training for director and all staff present today.

LPAs obtained copy of personnel report and children's roster. Staff and children's files were reviewed and all required documents were present.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. Notice of Site Visit form was provided and posted.
The center was found to be clean, safe, sanitary and in good repair. There are no deficiencies cited during this visit.

A copy of this report, appeal rights, and notice of site visit was provided to the Director Maribel via email due to printer issues.
An exit interview was conducted with Director Maribel Guerra.
