25 | On 4/13/22 at 1:30 PM Licensing Program Analysts (LPAs) Monica Mathur and Christina Watts conducted an unannounced Case Management investigation at Learn and Play Montessori Danville, Inc. LPAs met with Director, Elora Begum and explained the purpose of today's investigation which is to follow up on a self reported incident about a toddler Child (C1) who sustained a nurse elbow injury while in care.
Per incident report, on 2/28/22 C1 was playing in the room when there was a small argument tussle between C1 and another child. Staff (S1) saw the incident and went over to C1 and tried to remove C1 away from the situation, walked C1 to another spot in the classroom and sat C1 on a chair. Per S1 statement, child C1 was not happy and tried to wriggle out of her hand. S1 was afraid C1 would either hurt another child or self, so she wanted to get C1 away from other children. Moments later S1 noticed C1 was not using an arm and was crying. LPAs conducted staff interviews and did a room walk through. Center has video cameras that record daily activity in all classrooms. LPAs asked to review video footage and spoke to owner/licensee Harpreet Grewal who stated all videos are inaccessible after 2 weeks, they are overridden on the local storage and can't be retrieved.
Center Director was provided technical assistance on Personal rights and strongly encouraged that staff will benefit from management support and training provided on how to handle difficult children behavior and situations, violation of personal rights and supervision and care. By end of 4/20/22 Director agreed to conducting all staff training by watching videos on Personal Rights, Supervision/Care, How to meet needs of a child - on Licensing website www.ccld.ca.gov and submit proof of training. Director will also come up with a plan of formal training on How To Handle Difficult Behavior by reaching out to Resource and Referral Agencies or other professional training organizations.
There is no clear substantial evidence whether violation of personal rights or lack of supervision did or did not happen, which may or may not have resulted in child injury, therefore there was no deficiency cited during today's investigation; however Technical Assistance was provided. This report was reviewed with Director, Elora Begum and a copy provided. A Notice of Site Visit was given, should be posted near entrance for 30 days.. |
