On 12/14/2023 at 8:30am, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Muchun Lv for an Unannounced Required Inspection. There were 17 preschool age children and four toddlers in care with an additional four finger print cleared staff members. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The facility operates from Monday through Friday from 8:00am–6:00pm. The center is in the process of changing locations, Director stated 12/15/23 is the last the center will provide care at this location.
The center operates out of a converted two story house and consist of four classrooms. The toddler area is the two classrooms upstairs and the preschool classrooms are the converted kitchen and living room. LPA reminded the Director that preschool and toddler option classes can not be co-mingled at any time during care. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. The activities and toys appear to be age appropriate for the children in care. The children have their own cubbies to store personal belongings. The outside play area is fully fenced area with shaded areas for the children. There is a sandbox in the play area, LPA reminded the center to cover the sandbox when center is closed.
The kitchen area was maintained, the center does not provides lunch or snacks to the children while in care, Director stated there is extra food at the center in case a child is hungry or forgets their lunch. All the children have personal water bottles and access to clean drinking water while indoors and outdoors. There is a total of three toilets available for the children which are sanitary and in operational conditions. There is a changing table in the lower bathroom, LPA reminded Director that the changing table needs to be within arms length of a sink.

During today's inspection, LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children. The fire system is hardwired to the Albany Fire Department. LPA tested a working carbon monoxide detector in the kitchen and a working smoke detector upstairs in the toddler room. There is a fully charged 3A40BC fire extinguishers in the kitchen and pull down fire alarm at entrance. The Director conducts and documents their disaster drills every six months with the last one done on 6/28/23.
All proper postings are posted, LPA reminded the center that postings need to be place in a visible area for parents to see. LPA reviewed a random sampling of six children and three staff files. Center has provided proof of a current CPR certificate and the required mandated reporter training. While at the center LPA obtained the a current children's roster.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were observed during today's inspection.

A notice of site visit was given and must remain posted for 30 days.
