On October 24, 2023 at 9:16am, Licensing Program Analyst (LPA) Indira Loza arrived unannounced for an annual inspection and met with Assistant Director Ebony Bell. Present for the inspection were 10 fingerprint cleared staff and 19 infants in care. The center location has a preschool and an infant center license. The physical inspections were done simultaneously. The days and hours of operation are: Monday through Friday 8am-6pm.

The Infant component is currently operating out of three classrooms. The facility is clean and well organized with ample age appropriate furnishings and equipment. All classrooms have furniture that is free from sharp, loose or pointed parts. All classrooms had a changing table within arms reach to a sink. The activities in the class are age appropriate and there were plenty of activities for the infants. Surfaces including floors and counter tops are clean and toxic free. Hazardous items/toxins are kept out of the access of children. There are no bodies of water accessible to children in care. Classrooms have trash cans with tight fitting cover for the disposal of solid waste. The classrooms are well ventilated and heated.



Infant Safe Sleep: The nap area had cribs for the crib-age infants and is separate from the indoor activity area. The cribs have transparent walls to ensure the children are easily viewed. Each infant has their own crib with clean sheets. There were sleep logs maintained for the infants documenting the time of each 15 minute check and the condition of the infant.

Records: A sample of children and staff files were reviewed. There is a at least one opening and closing staff who has a current CPR certificate. 3 of 6 staff files reviewed did not have a current "Mandated Reporter - Childcare Providers" Certificate. Sign in and out procedures and logs were reviewed and accurate. No children require any use of Incidental Medical Services (IMS). Disaster drills are conducted at least once every six months and documented. The last drill was conducted October 4, 2023. The facility has a 3A10BC fire extinguisher. There is a working combined Smoke/Carbon Monoxide Detector and telephone in the facility. All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan ;Notification of Parents Rights; Personal rights; Child Seat Belt Laws; menus; and daily activity schedules.

Food Services: The infants under 12 months old bring their own formula/breast milk and pureed food. The facility provides a morning and afternoon snack to infants 12-24 months old; and they bring their own lunch. The facility has completed the lead testing, and there were no outlets with a lead exceedance.

Outdoor Space: The infants have their own outdoor play area. The entire infant outdoor space is fully fenced. There are plenty of toys and activities for the infants to interact with. There is a two-story wooden house with a deck, the wooden play structure has absorbing rubber material underneath and is anchored to the ground.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA throughout California.
