25 | On 3/26/21 at 10:40am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an announced case management inspection. LPM met with the owner/director Coralie Leclerc Sobhani. There were 8 staff members also present for a staff development day. There were no children present. The facility submitted an application to add a room and increase the capacity from 45 to 55. LPM toured the new classroom, to conduct a health and safety inspection, and the measurements for the room are as follows:
INDOOR: 364.90 square feet= 10 children
OUTDOOR: no changes
The owner confirmed that there have been no other changes to the physical plant, which would affect any licensing requirements or capacity. The new classroom is two stories with a loft, and is located right outside of the main building near the front of the property. The classroom has sufficient lighting, heating and ventilation for the safety and comfort of children and staff. The classroom has one sink that is functional. There is a centralized fire alarm system in place and a fully charged 3A40BC fire extinguisher in the classroom. The classroom has two entrance/exit points. The loft has a railing that is over 3 feet high, blocking access to the far end to prevent children from falling below. The owner was reminded to ensure that staff have 100% visual supervision at all times. LPM observed an ample supply of toys, activities and equipment which are in good condition and age appropriate. LPM did not observe any bodies of water, hazardous items, toxins or medication that would be accessible to children.
LPM verified that the fire inspection has been completed by the Oakland Fire Department on 3/3/21, however the approved fire clearance has not been received by Licensing at this time.
The facility will be approved for a capacity of 55, and the additional room will be approved for use, once the fire clearance report has been received. This report will remain on file for 3 years. There are no deficiencies being cited today. A Notice of Site Visit was provided and the owner reminded to post it for 30 days. An exit interview was conducted. |
