On 10/3/19 at 09:50am, Licensing Program Manager (LPM) Wynn Norona and Licensing Program Analyst (LPA) Loretta Dyson arrived at the center for an announced prelicensing inspection. LPA and LPM met with Sharon Chu, who will be the center director. The center will operate Monday thru Friday 7:30am-6:15pm. LPAs toured classrooms 1, 2, 3 and 4, bathrooms, kitchen, and playground to conduct a health and safety inspection. The measurements are as follows:

INDOOR: 2,491.1 square feet= 71 children
OUTDOOR: 2,574.5 square feet= 34 children

An outdoor waiver request was submitted to allow 35 children on the playground at one time, but the outdoor measurements will allow for a total of 34 children on the playground at one time.

LPA and LPM observed that the classroom floors, surfaces, and equipment are safe, clean and appeared to be toxic free. The classroom lighting, heating and ventilation is sufficient for the safety and comfort of children and staff. There is an ample supply of age appropriate toys, activities, furniture and storage, which are in good condition. LPAs did not observe any bodies of water, hazardous items or toxins that will be accessible to children. There is drinking water available indoors, and the center will take water on the playground or allow children to come inside to use the water fountain when outdoors. The toilets and sinks are in sanitary and operational condition. There are two separate bathrooms for staff. The playground is fenced and free from defects or dangerous conditions. The play structure is anchored and secure, and has sufficient cushioning underneath to absorb a fall. The center is equipped with a centralized fire alarm system, working carbon monoxide detectors, fire extinguishers, first aid kits, and working telephone. Sharon Chu is qualified as a preschool director, and has submitted the required documentation, including current CPR/first aid certificates that expire on 4/28/20. A sample of the menu and sign in/out sheets were reviewed.

LPA and LPM reviewed information regarding unusual incidents/injury reporting, incidental medical services, civil penalties, and recommendations when using an electronic sign in/out procedure.

The director understands that prior to working or volunteering in a licensed child care facility, all individuals subject to criminal record review shall obtain a clearance or criminal record exemption. If the department notifies the licensee to immediately remove/exclude any individual from the facility, based on information related to a criminal record, they will comply. The director was encouraged to email ChildCareAdvocatesProgram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list, and to visit our website at www.ccld.ca.gov for Licensing information and regulations.

LPA reminded the director that once licensed, the facility must be in compliance with all licensing laws and regulations. If the center is in violation of any laws or regulations, a deficiency will be cited.

A license for 68 preschool age children will be granted once the following items are received:
- final fire clearance approval (a conditional fire clearance was granted on 9/17/19)
- proof that the parent board has been completed with all required documents
- proof that the playground has sufficient shade
