On 1/24/20 at 9:40am Licensing Program Analyst (LPA) Loretta Dyson arrived at the center for an announced prelicensing inspection. LPA met with Aaron Bailey, the applicant, and Julia Neely, the center director. There were 40 children and 11 additional staff members also present. An application was received by Licensing for a change of ownership of the facility. The infant program with a toddler option is one component of this combination center that also has a preschool program, and operates Monday thru Friday 7am to 6pm. The infant program will operate out of the NIDO Room (209) upstairs, and the toddler option will operate out of classrooms 101, 103, 112, 114, and 116. LPA conducted a tour of the indoor and outdoors spaces to be used by the infant program with toddler option, to conduct a health and safety inspection, and the measurements are as follows:

INDOORS: 3668.002 square feet = 105 children
OUTDOORS: 3949.25 square feet= 53 children
A fire clearance from the Alameda County Fire Prevention was received on 12/19/19 for total capacity of 63 children, including 12 infants and 51 toddlers.

LPA observed that the floors, surfaces, and equipment are safe and free from hazards or toxic substances. The heating, ventilation and lighting in each classroom is sufficient for the safety and comfort of children and staff. There is an ample supply of age appropriate furniture, equipment, toys and activities available for the number of children in care. These items all appeared to be in good condition and safe. LPA observed a total of 19 sinks, toilets and potty chairs that were in sanitary and operational condition. LPA observed that the changing tables are within arms reach of an operating sink. The nap area is separate from the activity space and has enough room for 5 cribs. LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. There are pitchers of water and cups to provide drinking water for children both indoors and outdoors. The garbages are covered with lids that are secure and in good condition.

The center has a working carbon monoxide detector, centralized smoke/fire detection system, pull down fire alarm, working telephone and first aid supplies. The center is complying with the electronic sign in/out procedure. The playgrounds are fenced and free from hazards or dangerous conditions. The play structure is secure and has sufficient cushioning underneath to absorb a fall.

The center will be licensed today, 1/24/20, for a total of 63 children, including 12 infants with a maximum of 5 crib age children, and 51 toddlers. This report will remain on file for 3 years. An exit interview was conducted with the applicants.
