On 7/2/20 at 9:25am, Licensing Program Analyst (LPA) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPA met with Yanyi Ma, owner/Director. There was no one else present. An application was received for a new infant license, with a toddler option at this location. The facility also has a preschool component. The hours of operation will be Monday - Friday 8am - 5:30pm. The infant program, with toddler option, will be in classroom 4 which is divided by a shelf, as a partition to have a separate classroom space for the infants and toddlers. The classroom space for infants has an additional small enclosed play area attached. LPA completed a tour of the indoor and outdoor areas of the facility, which will be used for this component, to conduct a health and safety inspection. The measurements are as follows:

INDOORS: 627.50 square feet = 18 children
OUTDOORS: 14,026.77 square feet = 187 children

A fire clearance, dated 5/28/20, for a capacity of 120 children was received from the Alameda City Fire Department.

LPA observed that the classrooms have sufficient heating and ventilation for safety and comfort. The classroom floors and surfaces are clean and free of toxic substances. There is sufficient storage for children's belongings. The furniture, equipment, toys and activities are age appropriate and in good condition, and there is an ample supply available. There is a functioning water fountain on the playground and the facility will use water pitchers and cups to provide water indoors. The facility plans to have families bring lunch from home, and have snacks available in the morning and afternoon. There are 8 toilets and 7 sinks available for children, and they are all in sanitary and operational condition today. The owner was advised that bathroom stall doors either need to be removed or propped open so that staff can observe children in the bathroom. There is one changing table in classroom 4, and it is next to an operational sink. There are two potty seats available for children. There is a separate bathroom for staff. The office and staff bathroom will be used for the isolation of sick children.

There are an ample supply of mats available for children, and the facility will not provide care for any crib age children. LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. The center has a functioning telephone, fully charged 3A40BC fire extinguishers, pull down fire alarm, and combination smoke/carbon monoxide detectors.

The playground is fully fenced, and has an overhang from the building to provide for shade. LPA observed that the yard is free from any defects. LPA observed that the large play structure has some damage that may be unsafe for children and the cushioning underneath is not sufficient. The owner advised that this area will be reconstructed with new equipment, but due to COVID-19 pandemic there is a delay in getting someone to come out to do the work. The large play structure will be off limits for now. The outdoor toys and equipment are in good condition and age appropriate. There are two additional buildings on the yard, which are used for storage at this time, and two smaller storage sheds which have locks on them. LPA reminded the owner to ensure that staff are trained on visual supervision, particularly on the yard which has areas behind and in between buildings that children can hide in. LPA advised the owner to have a system in place to ensure that all children are accounted for during transitions.

LPA reviewed all required documents and verified that Yanyi Ma qualifies as a preschool director. Ms. Ma advised that she has an appointment to obtain proof of immunization for measles.

Mandated reporter, reporting requirements, civil penalties, unusual incident and injury reporting and fingerprint requirements were discussed today. The owner is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

This facility will be licensed once the following is complete:
- proof of immunization for influenza, pertussis and measles is received for owner/director Yanyi Ma
- proof that the bathroom stalls have been changed to allow for staff observation when children are using the bathroom
- waivers are approved for shared use of the playground and bathrooms
- proof is received that the required postings are in place

This report shall remain on file for 3 years. An exit interview was conducted with the applicant.
