On 9/11/20 at 2:50pm, Licensing Program Analyst (LPA) Loretta Dyson conducted a virtual prelicensing inspection for this facility. The inspection was completed thru the FaceTime application due to the COVID-19 pandemic. LPA met with the owner, Subhash Varma, and Melissa Tabique, who will be the new director. An application was received for an infant license at this facility, which has a preschool license with a toddler option. The hours of operation will be 7am-6:30pm Monday-Friday.

The 2 rooms to be used for infants were toured to conduct a health and safety inspection, with Mr. Varma pointing the camera around so LPA could make observations. The following measurements were completed by Mr. Varma, while on camera:
INDOORS: 523.05 square feet= 15 children
OUTDOORS: 2415.92 square feet= 32 children (this includes measurement of the yard completed on 9/15/17 and the multipurpose room that will be an extension of the outdoor space).
A fire clearance, dated 8/25/20, was received from the Berkeley Fire Department with an approved capacity of 8 infants.

LPA observed that the rooms have sufficient lighting and ample storage for children's belongings. LPA did not observe any hazardous items that would be accessible to children. There is an ample supply of age appropriate furniture, toys and activities which appear to be in good condition. LPA observed a separate napping room with space for 4 cribs. The changing table is within arms reach of the sink. The facility is equipped with a fully charged 2A10BC fire extinguishers, operating carbon monoxide detector, centralized smoke detection system, working telephone and first aid supplies. A separate outdoor play area is being completed for the infant component, but the outdoor space and multipurpose room that is used for the preschool will be used for now. The outdoor space is fully fenced and LPA did not observe any defects or dangerous conditions.

Documents have been received as proof that Melissa Tabique qualfies as an infant director.

The owner and director and reminded about the Incidental Medical Services (IMS) policy. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The owner and director are reminded to review the new safe sleep regulations, and other applicable regulations at www.ccld.ca.gov. They are reminded to adhere to all requirements regarding mandated reporting, supervision, unusual incident and injury reporting, and fingerprint requirements. The owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner and director are also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The facility will be licensed for 8 infants, effective 9/11/20, including 4 crib age children. An electronic signature will not be obtained from the licensee but a copy of the report will be sent by mail for signature.
