On 9/29/20 at 10:40am, Licensing Program Analyst (LPA) Loretta Dyson arrived at the facility for an announced pre-licensing inspection. LPA met with the applicant, Fathima Badurudeen. There were no children present. An application for a new preschool license was received from the applicant. The facility is on the grounds of the St. Alban's Episcopal Church, and will operate in 2 classrooms, Monday-Friday 7:30am-6:00pm. LPA toured the facility to conduct a health and safety inspection and the measurements are as follows:
INDOORS: 436.58 square feet = 12 children
OUTDOORS: 690.48 square feet = 9 children
A fire clearance, approved for a capacity of 12, was received from the Albany Fire Department on 9/15/20.

LPA inspected the following areas: 2 classrooms, bathroom inside of classroom 1, women's bathroom in the hallway near the church office, the multi-purpose room upstairs, kitchen, garden area, and outdoor play space. LPA observed that all areas of the center have sufficient lighting, heating and ventilation for the safety and comfort of children. The floors and surfaces are clean and free of toxic substances. There is sufficient storage for children's belongings. The furniture, equipment, toys and activities are age appropriate and in good condition, and there is an ample supply available. The facility plans to have families bring individual water bottles for each child, for use both indoors and outdoors, and the bottles will be refilled by staff throughout the day. The facility plans to have families bring lunch from home, and they will provide snacks. The kitchen is clean and LPA did not observe any food stored with cleaning supplies. There are 2 toilets and 2 sinks available for children, and they are all in sanitary and operational condition today. The hallway bathroom has two stalls and one will be used for staff and the other one will be used for children as needed. The isolation area will either be in one of the classrooms, while the other children are outdoors, or near the entrance of the facility while children are in the classroom. The staff bathroom stall will be used for the isolation of sick children. There are mats available for children and they are stored appropriately in the classroom. Classroom 2 has a piano that will be used for music class for children.

LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. The center has a functioning telephone, fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, and first aid supplies.

The outdoor area is fully fenced with a fence that is 4 feet high. The overhang from the building and umbrellas will provide shade. The outdoor play area is free from defects of dangerous conditions. There is a sufficient amount of outdoor toys and equipment, and they are in good condition and age appropriate. The multi-purpose room will be used when children are unable to be outdoors, due to weather or other conditions, and it provides enough space for gross motor activities. The garden area will be used occasionally to provide another activity for children.

The Evaluation of Director Qualifications (LIC 9096) was completed by Licensing Program Manager (LPM) Mayla Mendoza, and certifies that Fathima Badurudeen is a fully qualified preschool director.

LPA reviewed ratio, both at the facility and during field trips, mandated reporter requirements, civil penalties, unusual incident and injury reporting, staff qualifications, and fingerprint requirements were discussed today. The owner is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility is being issued a preschool license, with a capacity of 12, effective today September 29, 2020. This report shall remain on file for 3 years. An exit interview was conducted with the applicant.
