On 10/22/20 at 10am, Licensing Program Analyst (LPA) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPA met with the owner Sabrina Cazarez. The owner has submitted an application for an infant license at this facility. The facility will operate in classroom 6, Monday-Friday 7:30am-6pm. This is a combination center with a preschool license with toddler option. LPA toured the indoor and outdoor areas of the facility to conduct a health and safety inspection, and the measurements are as follows:

INDOORS: 162.05 square feet= 5 children
OUTDOORS: 412.17 square feet= 5 children
A fire clearance, with a capacity of 4 infants, was received from the Alameda City Fire Department on 10/7/20.

LPA observed that the classroom has sufficient lighting, heating and ventilation for safety and comfort. The classroom floor and surfaces are clean and free of toxic substances. There is sufficient storage for children's belongings. The furniture, equipment, toys and activities are age appropriate and in good condition, and there is an ample supply available. Families bring snacks and lunch from home, but the facility has emergency snacks available. There is water available for children both indoors and outdoors. There is one changing table in the classroom and it is next to an operational sink. There are two potty seats available for children. There is a separate bathroom for staff. The front office area and staff bathroom will be used for the isolation of sick children. There are no cribs, but mats are available for children. The owner advised that they do not plan to have crib age children in care at this time. The outdoor play area is fully fenced and has age appropriate toys and activities available for children. LPA did not observe any defects or dangerous conditions.

LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. The facility is equipped with 3A40BC fire extinguishers, smoke and carbon monoxide detectors, pull down fire alarm, telephone, and first aid supplies.

LPA reviewed all required documents and verified that Miriam Moyal qualifies as an infant director.

Ratio in an infant center, staff qualifications, unusual incident and injury reporting and fingerprint requirements were discussed today. The owner is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The facility will be issued a provisional license effective today, 10/22/20. The license will be provisional until proof of completion of the required lead poisoning prevention training, required as of 7/1/20, is received for the director. The capacity will be 4 infants, and no crib age children should be in care.

This report will remain on file for 3 years. An exit interview was conducted with the owner.
