On 8/6/21 at 8:40am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPM met with the owner, Fei Xu, whose spouse was also present. The applicant submitted an application for a new preschool license. The facility will operate in 6 classrooms, the kitchen area and a reception area. The hours of operation will be 6:30am-6:30pm, 7 days a week. LPM toured the facility, both indoors and outdoors, to conduct a health and safety inspection and measure, and the measurements are as follows:

INDOORS: 2,020.64 square feet= 57 children
OUTDOORS: 1,764.95 square feet= 24 children

A fire inspection, dated 7/20/21, was received from the Alameda City Fire Department with an approved capacity of 45 preschoolers.

LPM observed that all rooms have sufficient lighting, heating and ventilation for the safety and comfort of children and staff. The floors and surfaces are clean and in good condition, with no hazards. There is an ample supply of age appropriate toys, activities, equipment, and furniture that are safe and in good condition. There are a total of 5 sinks and 4 toilets available for children, and they are in sanitary and operational condition today. There is a separate bathroom for staff. Classroom 2 (the dramatic play area) and the staff bathroom will be used for the isolation of sick children. The kitchen will be an extension of the learning environment and the cabinets and drawers are blocked to prevent access by children. The owner advised that they will use the area for art and in the future may incorporate cooking. The owner stated that families will bring food from home, but the facility will have snacks in case of emergency. LPM did not observe food stored with cleaning supplies. LPM observed an ample supply of mats, which are stored appropriately. The facility will use a paper form for the daily sign in/out for children. Each classroom has a pitcher for filtered water and children will bring individual water bottles from home, to provide for water both indoors and outdoors. The owner stated that staff will refill water bottles as needed. LPM observed that all solid waste storage bins have tight fitting covers.

The facility is equipped with 3A40BC fire extinguishers, a centralized smoke detection system, working plug-in carbon monoxide detector, pull down fire alarm, working telephone, and first aid kits. LPM did not observe any hazardous items, toxins, bodies of water or medication that would be accessible to children.

LPM observed that all 3 outdoor areas are fully fenced, and have a sufficient amount of shade provided by trees. The backyard area is adjacent to a body of water and LPM observed that it is fully fenced, with no defects in the fencing, and that the fencing meets the requirements of the regulation regarding height. There are no play structures at this time, but the owner advised that she is looking to add one and understands that it needs to be anchored and secured, have sufficient cushioning underneath to absorb a fall, and be inspected by Licensing after installation and prior to use. LPM observed an ample supply of toys and activities that are age appropriate. A waiver request for the outdoor play area has been approved, due to the outdoor space not being sufficient for less than the requested license capacity. The owner was reminded to ensure that the outdoor schedule is followed. All outdoor storage areas are locked to prevent access by children. LPM did not observe any hazards, defects or dangerous conditions in the outdoor play areas.

LPM reviewed documents and verified that all requirements have been met to qualify Pearlie Ramos as the preschool director. The COVID-19 self-assessment has been completed and reviewed, and LPM reviewed current recommendations to prevent the spread of COVID-19 in child care.

The owner was reminded about the Incidental Medical Services (IMS) policy. The applicant was advised that whenever any IMS is provided, a Plan of Operation that includes IMS has been submitted to the Department. The owner was advised to review information related to applicable regulations on Licensing’s website at www.ccld.ca.gov. LPM reminded the applicant to adhere to all requirements within the regulations at all times. LPM reviewed guidelines regarding: supervision, ratio, staff qualifications, unusual incident and injury reporting, CPR/First aid training for at least one opening and closing staff member, and criminal record clearance and association requirements. The owner was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the owner that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The preschool license, with a capacity of 45, is effective today 8/6/21. This report will remain on file for 3 years. An exit interview was conducted, and a copy of the report was provided.
