On 07/30/21 at 9:30 AM, Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit conducted a Prelicensing inspection today for a change of Ownership. LPAs met with Director, Yi Que and toured all areas of the facility for a health and safety inspection. There were 23 children and 5 teachers at the time of this inspection. The hours of operation are Monday through Friday from 8:00am to 5:30pm. The school operates in 4 classrooms: PreK/112, PreK2/111, PreK3/113. PreK4/114. During the inspection, Director mentioned that only Rooms 111 and 114 are being used during the Summer Camp. Per Director, there are not changes to the floor plan, therefore, the measurements mentioned in the report on 8/13/20 will be used. The measurements are as follows:

INDOORS: 2,825..9 square feet= 80 children
OUTDOORS: 22,233 square feet= 296 children
A fire clearance, with a total capacity of 75, was received from the Berkeley Fire Department on 5/25/21.

LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment and furniture. The facility has a 10 sinks and 5 toilets and a separate bathroom for staff. The facility has a fully charged 3A40BC fire extinguisher, pull down fire alarm, working combination smoke/carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Children bring their own lunch from home and the facility provides individual snacks for children, and children will use personal water bottles with access to drinking water indoors and outdoors. The front lobby area will be used for ill children as the isolation area.

Updated waivers will need to be submitted for sharing the outdoor play area with the Elementary School and to utilize the multi-purpose room/auditorium when the weather does not allow outdoor activities. LPAs observed outdoor play areas, they are fully fenced and have ample supply of age appropriate activities, equipment, and furniture. LPAs observed ample amount of shade for children.

COVID-19 screening including temperature checks and hand sanitizing is available at the entrance of the facility. Postings regarding COVID-19 are also posted at the front door entrance.

Director, Yi Que will be considered a qualified preschool director.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA will email COVID-19 Self-Assessment Guide and Applicant submit to LPA once completed. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The facility is licensed for a total capacity of 75 preschoolers as of 07/30/21. This report will remain on file for 3 years. There are no deficiencies being cited. A copy of this report, appeal rights, and notice of site visit were provided to the Director via email due to printer issues. Exit interview conducted with Director.
