Licensing Program Analysts (LPAs) Melissa Guirit and Melissa Domantay conducted a Prelicensing inspection today, January, 27, 2022 for change of ownership. LPAs met with Director and licensee, Cynthia Jackson-Burns. LPAs toured all areas of the facility for a health and safety inspection. There were 19 infants and 7 infant teachers. The hours of operation are Monday through Friday from 8:00 am to 5:00pm. All measurements and rooms remain the same from previous ownership.

A fire clearance, with a total capacity of 36 infants, was received from the Oakland Fire Department on 11/01/21.

LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment and furniture. The facility has 3 sinks and 3 toilets available for children. The changing tables are within arms reach of a sink. The classroom has a fully charged 3A40BC fire extinguisher, working combination smoke/carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. All food and snacks are provided by the parents. Water is brought by the children from home, however, water is available at the facility. The staff office will be used for ill children as the isolation area.

LPAs observed outdoor play areas, they are fully fenced and have amply supply of age appropriate activities, equipment, and furniture. LPAs observed ample amount of shade for children.

Director, Cynthia Jackson-Burns is a qualified infant director with current CPR/FA and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Infant license for a capacity of 36 children will be effective today 01/27/22, and can be used when the facility is ready. There are no deficiencies being cited today. An exit interview conducted with licensee and Director, Cynthia Jackson-Burns and a Notice of Site Visit was provided.
